An Appraisal Study On The Development Of Science And Technology Service Industry Based On Innovation Drive In Shaanxi Province

With the advent of the era of knowledge economy, the innovation of knowledge, technology, institutional structure and business model penetrated into all the aspects of people’s life and work. Innovation has become the major strategic choice for the countries to participate in fierce competition. Thus, the innovation-driven economic will gradually replace the traditional investment-driven economic, leading to be the mainstream of economic development.In the global economic integration and innovation under the background of economic development emerged a series of science and technology service industry featured with science and technology, digital network and professional knowledge, which gradually developed into independent innovative industry. With its booming development, science and technology service industry is becoming the strong momentum of innovation-driven economic development.Based on the above background and practical needs, this paper mainly studies the development of science and technology service industry driven by innovation, with Shaanxi provincial statistical yearbook, Shaanxi provincial science and technology statistical yearbook, China statistical yearbook of science and technology, China’s third industry statistics yearbook as the data resourses. Horizontal and vertical empirical researches are made into the science and technology service industry in Shaanxi province and puts forward effective suggestions in order to improve the science and technology service industry of Shaanxi province.The main research and innovation of this study can be summarized as the following three aspects:(1) The author made an evaluation of the science and technology service industry development in Shaanxi province, with the existing researches mainly concentrated in Guangdong, Beijing, Jiangsu and other regions, while the Guanzhong-Tianshui planning,integration of Xi’an and Xiangyang, Xi ’an innovative construction and internationalization leaves the development of science and technology service industry of Shaanxi in great need. The technology service industry in Shaanxi province is studied for the first time inthis paper, thus the research scope of the field is broaden and the development level of science and technology service industry is also emphasized.(2) From the perspective of innovation drive, the evaluation index system of Shaanxi science and technology service industry is constructed. Lead by the innovation trend, this study integrates the relevent researches on service industry development, and builds the evaluation index system of development combining the current situation of science and technology service industry development in Shanxi Province. Factor analysis method for the correction is used and it is concluded that major evaluation indexes include the following five aspects: urbanization and informatization level; foundamental innovation driven support; service industry development scale; the innovation ability of scientific research; and the output of science and technology driven innovation.(3) From the vertical and horizontal aspects respectively, the entropy weight method and the grey correlation analysis are adopted in the empirical research into the science and technology service industry development in Shaanxi province, China. The results show that the overall development of science and technology service industry of Shaanxi rised in the past 10 years. In addition to the innovation driven support, the other four indicators increase their influence for the promotion of science and technology service industry year by year. However, compared with other provinces, shaanxi province ranks medium level,with huge gap between Beijing, Yangtze river delta area, the southeast coastal areas.
