Research On The Effect Of Industrial Transformation In Jilin Province From The Perspective Of Science And Technology Innovation Drive

Industrial transformation is an inevitable process after a city develops to a certain level,and it is also a hot topic of concern from all walks of life in the context of the new economic normal.After the reform and opening up,Jilin Province’s economic structural and institutional contradictions are prominent,and economic development faces great risks and challenges.The combination of technological innovation and institutional innovation,management innovation,business model innovation,business format innovation and cultural innovation provides a new growth point for the industrial transformation and development of Jilin Province.From the perspective of technological innovation,this paper constructs an evaluation index system for the effect of industrial transformation in Jilin Province,and uses the double difference method,deviation-share analysis method,input-output model(DEA-BCC)and other methods to analyze the factors affecting the industrial transformation of Jilin Province.Divide the stages of industrial transformation,and further analyze the basic characteristics of industrial transformation in Jilin Province at different stages,so as to propose countermeasures for the development of science and technology economy and industrial transformation:(1)The connotation,theory,and research progress of innovation-driven development and industrial transformation and the relationship between the two are sorted out,which lays the foundation for subsequent analysis and the construction of an indicator system.(2)Analyze the evolution trend of industrial transformation and technological development in Jilin Province from 2003 to 2019.It is considered that the modernization level of science and technology agriculture in the central part of Jilin Province is the highest,and the level of modernization of science and technology agriculture in the areas with backward economic development is also relatively low;the heavy industry of the secondary industry,especially the traditional industry,has a large proportion,which limits the driving effect of science and technology on the development of the secondary industry;the tertiary industry The scale of development has continued to grow,but it has not reached the national average level,and technological innovation has insufficient support for the development dimension of the tertiary industry.After 2003,the R&D investment intensity showed a fluctuating upward trend,but the transformation rate of scientific research achievements was not high.According to the development of science and technology industry,combined with the stage of industrial transformation,the industrial transformation of Jilin Province is divided into three stages: slow adjustment of industrial transformation from 2003 to2009,rapid adjustment from 2010 to 2014,and structural optimization from 2015 to2019.(3)The focus of this paper is to construct and analyze the evaluation index framework of industrial transformation.By constructing a transformation effect evaluation system with 3 dimensions and 18 indicators,and using the DID model to analyze,divide the industrial transformation effect of provincial and local-level cities into rationalization and advanced measurement.It is found that the process of transformation corresponds to slow adjustment and rapid adjustment.and structural optimization;spatially,Changchun City is the high-value center of Jilin Province’s rationalization score,but areas with relatively backward economic development have more balanced rationalization scores;economic and social development has a greater impact.Through the analysis of the "deviation-share" evaluation index system of some high-tech industries,it is found that there is a big gap compared with the whole country.Competitiveness first rose and then declined,with the decline in the pharmaceutical manufacturing industry being the most obvious.By constructing the "input-output" evaluation index system of industrial transformation and technological development,and measuring it,it is found that the investment in science and technology in the research year has achieved a good output effect,and the driving effect on economic and technological profits is more obvious;In the years when the optimal state is not reached,there is a situation of redundant investment,which is basically due to the excessive investment of high-tech industry practitioners and R&D personnel.(4)Taking Changchun City and Yanji National High-tech Development Zone with outstanding transformation effects as examples,the paper discusses the industrial transformation driven by technological innovation.It is found that the degree of interindustry correlation and coordination within the region is insufficient at this stage,and it is impossible to form a state of mutual support.Although a large number of policies to attract talents and transform scientific and technological innovation have been proposed,the effect is not good.Finally,suggestions for promoting industrial transformation are put forward.(5)Based on the research findings,further put forward suggestions for promoting the industrial transformation of Jilin Province,and summarize the research and put forward prospects.
