Research On The Impact Of Environmental Regulation To The Low-carbon Technology Innovation

Since the reform and opening up, China’s economy after 30 years of development has made remarkable achievements. However, in the high-speed economic growth at the same time, the problem of environmental pollution has become increasingly prominent. Extensive mode of economic development brought serious environmental pollution.As China’s large population, less per capita resources, and extensive economic development consuming a large amount of energy over the years, the future will be facing a serious energy safety problem. So whether it is to seek their own sustainable development or to fulfill the responsibility of energy conservation and emission reduction, China’s low carbon economic development is imminent. However, in order to achieve a low carbon economy development goals, for the willingness of enterprises to invest in technological innovation is not strong, the government needs to guide the enterprises. Enterprises are required to achieve the government’s environmental protection production technology standards. The government needs to formulate the regulation policy of environmental protection, through the environmental regulation to achieve the promotion of enterprise low carbon technology innovation policy purposes.This paper firstly expounds the basic theory of low carbon economy and environmental regulation, the connotation of low-carbon technology innovation, and analyzes the impact mechanism of environmental regulation to low carbon technology innovation. Using provincial panel data, it analyzed the impact of environmental regulation to low carbon technology innovation. Conclusion is that effect of environmental regulation to low carbon technology innovation is the inverted u-shaped. With the strengthening of environmental regulation, it has positive impact on low carbon technology innovation, and then negative impact. The higher the level of economic development and enterprise scale, the more conducive to the promotion of low carbon technology innovation. China’s current investment in science and technology funds and scientific and technological personnel cannot significantly promote the low carbon technology innovation. Therefore it can promote the development of low carbon technology innovation and low-carbon economy to continue to improve Chinese environmental protection regulation facilities, improve the way of Chinese scientific research investment led by the state to increase enterprises, increase low carbon technology innovation special funds investment, the implementation of appropriate environmental regulation policy and implement appropriate environmental regulation policy.
