Ecological environment is not only the material foundation of human existence, but also the basis of economic system. It is necessary to coordinate the relationship between economic development and environmental protection to maintain the sustainable economic development. The economic development of our country follows the "high growth, high pollution" catch-up economic growth way, which is the same as "first pollution, then governance" development path in developed countries and new industrialized countries and areas. the growth pattern brings huge economic benefits for the society and caused immeasurable negative external effects at the same time. Because humans have already felt about the dangers of environmental pollution, changing the existing economic growth way, following the recycling economy and ecological industrial model, taking the path of green development are imperative.Green development defined in this paper includes three aspects of content:the first is green degree of economic growth reflecting of economic growth efficiency and resource use efficiency; The second is environment carrying potential to represent the ecological protection and pollution situation; The third is government’s policy support, stating the government’s investment, management and governance in green development. In short, green development efficiency is integrated development efficiency considering the economy, resources and environment.After reading the vast amount of literature, this paper determines the research framework of green development, the input and output index system, sets the basic parameters of the model. It adopts non-radial and non-orientation network data envelopment analysis. This paper divides the social operational processing into energy-economy sub-system and environmental governance sub-system and estimates the green development efficiency of 29 China’s provinces for the year from 1996 to 2010. The results show that:network DEA has a better discrimination compared with single-stage DEA model; the inefficiency of green development is caused by the low environmental governance efficiency; green development efficiency shows "U"-shaped curve and convergence trends; during the first stage of economic energy sub-system, eastern region has the highest efficiency, and central region perform best in environmental governance sub-system; Zhejiang, Jiangsu, Jiangxi, Hainan are in the stage of high economy-energy and environmental governance efficiency.Finally, according to the empirical results this paper puts forward the Suggestions to promote the development of green:increase green development awareness, and improve the relevant legal system; transformation of the pattern of economic development to consolidate the effect of energy conservation and emissions reduction; understand provincial development characteristics to adjust measures to local conditions for development; Strengthen regional cooperation and communication to looking for new channels for green development.
