Along with the social progress and rapid development of information technology (IT), human demands on radio communication network is significant growing. As the concept of’light fiber on and copper cable out’putting forward, it is inevitable result for operators transforming from traditional broadband business. Optical fiber reconstruction (OFR) is the in-evitable tendency of future network development. China Unicom, as one of the three major operators, plays a leading role in Beijing area. In order to implement the’broadband China’national strategy, comply with the tendency of technical progress and market development, and deepen the strategic deployment on transformation of the enterprise, China Unicom put vigorously optical fiber project and made great efforts to build optical network in Beijing in recent years. However, the route of OFR is not that flat and has been identified as high risk projects due to complex characteristics of OFR such as huge group of involving users, high social aware-ness, more new products and technologies. In order to ensure the smooth progress of the project, reduce the risk of adverse effects, complete engineering ultimate goal, it is significantly important to pay more attention on risk management in this kind of projects.This article took China Unicom public area OFR project as an example. After analyzing its own characteristics, this project risk identification has been conducted using the risk management theory and knowledge, and brainstorm from requirements design, construction, and installation three stages. Then, summarized into a risk list and made quantitative analysis of the risk by applying analytic hierarchy process (AHP) and using the Matlab software. According to the case of China Unicom public area OFR, there are 4 primary and 18 secondary risk factors (such as organization management risk, technology risk, the external environment risk, human resource risk) based on calculation result. Finally, draw the conclusion on corresponding risk measures and monitor methods. This kind of project risk management model not only lays a good foundation for project implementation, but also plays a guiding role for company to apply risk management theory and technology in other similar projects in the future, and at the same time provides a new idea and points out a new direction for China Unicom in engineering project risk management.
