Research On The Risk Management Of The Urban Village Reconstruction Project In Xuchang City Before

Urbanization is a kind of social economic phenomenon produced after the social development to a certain stage,it is an important symbol to measure the economic,social,cultural and technological level of a country and region,and also an important symbol to measure the degree of social organization and management level of a country and a region.However,with the continuous development of urban construction,the area of urban land is gradually expanding,and the villages near the city are gradually surrounded by expanding urban planning,forming a special phenomenon-the village.The chaotic and outdated infrastructure in the village has seriously affected the urbanization process.In order to promote the new type of urbanization,we must continuously enlarge the city village,quicken the pace of urban and rural construction and improve the people's living environment.As a large and complex project of people's livelihood,the reconstruction of village in the city is not completed in the short term,it involves all links such as land expropriation,expropriation,formalities,financing,planning and design,project construction,management and maintenance,and housing distribution,because of the importance and complexity of the project,There are predictable and unpredictable risks at all stages,if do not do the project risk identification,prevention and control,not only will cause the renovation project stagnation and conflict,even will bring adverse social impact,can say project risk and project funds,quality,progress,safety and so on together constitute the main objectives of the project.Therefore,the control and prevention of project risk is one of the key factors for the success or failure of the village reconstruction,which is of great significance to the smooth implementation of the renovation project and the construction of new urbanization.Xuchang Dongcheng District to start the reconstruction of the village in the early time,the pace too fast,early in the lack of a certain transformation experience,resulting in a number of projects at the beginning of different degrees of existence of some problems,hidden risks.In the process of project construction,the lack of effective project management,resulting in potential risks emerging,serious impact on the project construction progress,consumption of a large number of human,material and financial resources,greatly affected the process of urbanization.This article will be based on the project risk management theory,combined with the present situation of village reconstruction in Dongcheng District of Xuchang City,the reconstruction of the village in the former Wang-Mun community was studied,and the risk factors in the whole process of project demolition and management were identified by Delphi method,and the main risks affecting the project were political risk,relocation risk and financial risk.,design risk and management risk,so as to construct the risk index system of the reconstruction project of the former King Gate of Xuchang Village.Then,using analytic hierarchy process to evaluate the risk factors comprehensively,the overall risk of the reconstruction project of the former King's Village is in the general risk level.Finally,combined with the results of risk identification and risk assessment,the paper puts forward the countermeasures for the risk response of the reconstruction project of the former King's village in the city,according to the policy risk,the relocation risk,the financial risk,the technical risk and the management risk.In order to prevent and avoid the adverse impact of project risk,to reasonably evade or properly transfer project risk,to ensure the smooth promotion and implementation of the former King's Village reconstruction project,to promote the rapid development of urbanization,and to provide some reference for the risk prevention and control of urban reconstruction project in the future.
