Study On Administrative Strategies For Scientific And Technological Internationalization Of The Chinese Academy Of Geological Sciences

With the deepening of globalization, scientific and technological internationalization has become important criteria to evaluate the level of a nation’s scientific and technological innovation. The Chinese government attaches great importance to scientific and technological internationalization, which is regarded as an important direction for the reform of the nation’s scientific and technological system. As the nation’s reform on scientific and technological system deepens, it is imperative to further promote deepened international scientific and technological exchanges and cooperation of public scientific research institutions in line with the requirements of the nation’s scientific and technological internationalization strategy and innovation-driven development strategy.Taking the Chinese Academy of Geological Sciences (CAGS) as the target of this case study, the thesis summarizes the experiences of CAGS in promoting scientific and technological internationalization, analyzes the problems facing CAGS in the administration and development of scientific and technological internationalization, and puts forward suggestions on administrative strategies for promoting scientific and technological internationalization of CAGS.This thesis first analyzes relevant concepts and theories of scientific and technological internationalization, and systematically defines the approaches, characteristics and development stages. On the basis of theoretical analysis and from the perspective of management science, the thesis comprehensively analyzes the international cooperation network, international cooperation projects, international organizations, international cooperation platforms and international talents, thoroughly summarizes the experiences in management and development of scientific and technological internationalization, carefully explored the current problems of scientific and technological internationalization. For instance, further efforts shall be devoted to overall development strategy, innovation capacity building and international talents cultivation when promoting scientific and technological internationalization.Through theoretical analysis and case studies, the thesis puts forward the following 5 administrative suggestions:1. To promote the overall strategy and coordinated planning of scientific and technological internationalization and improve annual international cooperation plans; 2. To formulate incentive regulations and mechanisms to promote scientific and technological internationalization; 3. To enhance the administration of international scientific and technological cooperation agreements and projects; 4. To intensify the administration of activities of international organizations; 5. To reinforce the administration of international geoscience projects and joint geoscience research centers.
