Research On The Reform Of Rural Power Network In Yuncheng County

At present, China’s rural economic develops rapidly, the poor foundation and low level technology of rural power grid has been far from meeting the needs of rural economic development. The research and reform of rural power grid in China started lately, some individual area appears unreasonable planning, the technical level is low, the equipment selection does not match, that has resulted poor quality of power supply, poor operation and hard maintenance. Rural power grid’s reconstruction is of large scale, involving multiple and complex problems, there are different regional features of each region. So we should do a lot of analysis, research to solve the problems or avoid making the same mistakes.This paper using literature, examples, field study and forecasting and comprehensive analysis to make systematic analysis on Yuncheng Rural Power Grid reform system, the following main conclusions are obtained:(1) It was found by investigation that, the documents about rural power grid renovation has been issued since 1998. In October of the same year, the phase one of rural power grids started in response to the national call and to promote economic growth. By May of 2001, the project completed and was accepted. The phase two of the project started in late June of 2002 and completed in May the next year. The phase three of project began in 2012 after nearly a decade of loss, and has not finished until 2015, Thirteen-Five Plan will start after Twelfth Five-Year Plan.(2) From the scale and the process of the construction of Yuncheng rural reconstruction, it can be seen that the key direction of Yuncheng county rural power grids is rural low-voltage distribution network, mainly including: 110 kV power grid structure, 35 kV Power grid structure, 10 kV distribution network and 0.4Kv low agricultural network. The main content of the transformation is aging line, obsolete equipment, unreasonable structure, irrational rural power management in township and village region. Its purpose is to adjust the layout of rural power network structure, to make the grid structure more solid, safe and reliable. Good effect has produced after the transformation: rural power grids grid is more perfect, has improved the safety of the power supply quality and the power supply, greatly reduced the line loss and promote the improvement of Yuncheng economic development and the living standards of farmers.(3) Although the rural reform has achieved good results, there are some problems in the process of transformation. Due to funding problems and local some geographical characteristics, regarding to Yuncheng rural power grid transformation, the forward-looking and intelligent is no good. After the transformation of rural power network, it still exist imbalance between supply and demand, low level of power equipment, unreasonable grid structure, smart grid technology with very good popularization and unperfect management and shortage of technical personnel and other issues. Also, it resulted that maintenance cannot keep up, for examples, failure outage maintenance, lack of rural power supply, the risk of the safety and power cuts.(4) In terms of analysis on Yuncheng rural electric network alteration of power grid, the investment planning in the village power grids has to start from reality, as to determine the focus in the future renovation project. Rural power as a capital intensive industry, rural power network construction and transformation project invested funds will be in a huge amount with lot’s of resource consumption, so the transformation of rural power network should avoid short-term construction and temporary behavior. With the view of sustainable development and according to the scale of rural economic development, we should have a comprehensive analysis and forecast to the power demand, power production and development in the future,and to formulate and improve a more forward-looking, more practical, more consistent with the actual situation of Yuncheng rural power grid reform plan. In the project implementation process, we should also pay attention to the rational distribution of power, rational selection of equipment and improvement of technical and grasp key link on this project, improve the management level of all kinds of risk, implement safety responsibility to do a good job of rural power grids or acceptance level engineering etc.. Finally, we should take supporting measures of transformation of rural power grids, handle relationships with various departments to achieve the maximization comprehensive benefits.
