Handan locates at the boundary of Hebei, Henan, Shandong and Shanxi province, which is the grain, eggs, and vegetable bases of China. With the rapid development of society and the continuous improvement of living standards, people are eager to buy the quick-frozen food like bamboo shoots after a spring rain. Thousands of frozen-food enterprises have sprung up around Handan and industry has also been rapid development.This essay analyses the advantages and disadvantages based on a general investigation of frozen-food industry. For frozen-food industry dominated by small and medium enterprises, the enterprises usually have the business license, production license, the hygiene license and circulation permit. Pass through to the enterprise production site and workshop equipment, the survey found frozen-food enterprise infrastructure is perfect, with twenty-one enterprises possessing cleaning and sanitation facilities and temperature monitoring facilities. However, there are also some problems, such as eighteen companies are found raw material saving and drainage facilities obstruction and the loose staff management. A sampling survey results show that the enterprises strictly control for raw material purchase, but there is no preservation and management of raw and auxiliary materials properly. According to the survey of food additives, only 11 enterprises proper usage all kinds of food additive, the rest of the enterprise have the warming levels of some categories of food additive. In view of the cold-chain logistics situation of 21 firms, the essay found that frozen-food industry has yet to establish their cold chain logistics enterprises in the true sense, and the informationization level is low. A lot of frozen food manufacturers can only be proprietary cold storage logistics, which can cause ignoring the management because of insufficient funds and poorer production technology of small and medium-sized enterprises.Through a series of investigation, the whole of Handan’s quick-frozen food production is currently in the development stage, but it is not yet mature, which is not into the mass production and industrialization. This essay combines with the domestic status and foreign experience, and then puts forward respectively the proposal and countermeasure from the enterprise, management departments and consumers. Three key points are namely to highlight the main responsibility of enterprise development, from the top equipment, advanced technology, product development, scientific management, marketing model and so on. Meanwhile, the frozen-food industry need deepen the internal strength, enhance strength, develops the market, creating high-quality brand, building inner power conservation and the core competitiveness. Outstanding management main body responsibilities, from the policy tilt, the fund support, legal norms, strengthen supervision booster quick-frozen food enterprises healthy development. Highlighting the object of consumer demand and enhancing consumer awareness of food safety and supervision, which is to meet consumer demand for production guidance and enrich product variety, improving product quality. In the end, through three sides make joint efforts to promote the development of quick-frozen food industry in Handan.
