As the saying goes, people regard food as the prime want. Grain is not only a strategic material for the national economy and people’s livelihood, but also a living necessity to common people. Since ancient times, grain safety has been a Sword of Damocles hanging over every ruler’s head. Any negligence or any sign of disturbance or trouble in grain supply is liable to an economic crisis and social turbulence, and hence a direct impact on the foundation of national safety. In today’s market economy, as a special commodity, the fundamental distribution of grain mainly relies on the market and grain price is the basis of all prices. So in case there is a severe shortage of grain supply, the government, as public administrator, is obligated to make every citizen accessible to grain for a livelihood. However, in case the government takes improper solutions, the crisis is liable to upgrade to further influence social stability.In reality emergencies often break out, such as SARS in 2003, Snowstorm in South China in 2008 and May 12th Wenchuan Earthquake in 2008. In the wake of them usually come phased and regional grain supply shortages, which is referred to as grain emergency condition. Especially during the SARS attack in 2003, the residents in several cities of Guangdong, Fujian, Zhejiang and Beijing fell a victim to psychological terror to the extent of hoarding grain at home, which caused a grain supply shortage and then a terrible rise in grain price. In a number of places, even grain sold out for the time being to cause social turbulence. After the SARS attack, all levels of government began to put grain emergency control on the agenda. In 2003 and 2004 Guangdong, Fujian and other grain-selling provinces led the whole country in launching Predetermined Plan of Grain Emergency Solution, and in Jun.2005 National Predetermined Plan of Grain Emergency Solution was promulgated. Although Fujian Province has made some achievements in grain emergency control in these 10 years, the focus is still on coping with emergencies while the defect lacking the theoretical research and practical test in the aspect of full-range emergency control, and no flexible and efficient grain emergency control mechanism has been established in the new situation. The very reason is that in China generally grain emergency control was initiated not long ago with rather weak foundation of theoretical research.Applying the Control Control Theory of Robert Heath, the paper attempts at a more effective way to realize grain emergency control, studies grain emergency risk control in light of the reality of this work in Fujian, and proposes the following solutions to improving our province’s grain emergency:perfecting early warning of grain emergency, publishing the information on grain emergency, establishing cross-regional grain emergency cooperation, fulfilling logistical modernization of grain emergency and exercising postmortem evaluation of emergency solution.
