Study On Emergency Reserve And Construction Of Regional Grain Ration Based On Spatial Econometric Method

China is a vast country,often suffering from all kinds of sudden disasters,which often cause significant losses to people's lives and property.After the disaster,timely and adequate supply of rations is not only a prerequisite for emergency rescue activities,but also a guarantee for the reconstruction.As residents diet structure change in recent years,our country mainly rice and wheat for food reserves,and due to the size of the reserve national unity has certain drawbacks,at present the amount of grain reserves is not only a national reserve problem,still need to consider reserve areas;Second,due to the high production areas of grain ration is gradually moving north and the high consumption area of grain ration is gradually gathering in the southern coastal region,caused by both the distribution of the space distance and led the food supply and demand gap increases in some parts,there is do not have enough food for emergency rescue activities after the disaster,it puts forward new requirements on emergency food stocks.Therefore,how to formulate regional grain ration reserve for disaster emergency should be considered in the study of grain reserves in China.The purpose of this study is to analyze the distribution,reserve scale and construction of emergency reserve.From the perspective of regional emergency disaster situation and food security situation in our country,trying to further explore the grain ration emergency stockpile layout division to our country,and determines the subregional emergency reserves of rations and analyzes storage construction of grain in some areas,so as to provides a new perspective for the study of the emergency reserve of regional grain ration.(1)To define the related concepts of grain ration and emergency reserves of grain ration,analyze the current situation of grain reserves and the aspects which still need to improve,and put forward the research perspective of this paper needs to start from two perspectives: emergency and supply capacity of regional food.(2)Using space exploratory analysis comprehensively analyze time and space distribution of production and demand of rations in our country.Found the distance that production and demand of grain ration is gradually widening,and the contradiction between supply and demand gradually highlights,and then from two aspects of production and consumption to establish evaluation index to identify food safety situation,and combined with space situation of regional emergency disaster risk to discusses the layout of the regional food emergency reserve in our country.(3)This paper gives a model for determining the scale of emergency reserve;Considering the spatial correlation function and using spatial econometric model to study the many factors affecting the production and consumption about the rations,and to forecast the regional food consumption and production,and combined with the sudden disaster risk coefficient of area to determine the regional grain ration emergency reserves eventually.(4)Analysis of existing warehouse construction situation of grain reserve in our country,the paper mainly discusses the grade I reserve area,the developed area of the east coast,the high yield and surplus grain area of the grain ration,and the remote area of some disasters.
