| Scientific and technological achievements is a kind of strategic resource that can enhance China’s self-innovation capability, and transformation of scientific and technological achievements functions as a primary driving force for optimizing structures of enterprises and speeding up the shift of economic development. Fujian Province has been considering a traditional agricultural power in China; thus, to establish and perfect the transformation mechanism of agricultural scientific and technological achievements will play a role of major supporter in modern agricultural development and innovative building.On the basis of related theories on the transformation of agricultural scientific and technological achievements as well as comparative analysis on the typical experiences drawing from the transformation of agricultural scientific and technological achievements both at home and abroad, the paper analyses the status quo of transformation from perspective of the triple helix theory, especially from governments, universities and enterprises. The paper summarizes the issues existing and dissects the influencing factors in the transformation of agricultural scientific and technological achievements in Fujian Province thoroughly.Combining with the Fujian agricultural practices,the paper proposes a guiding ideology and overall objectives concerning the transformation of agricultural scientific and technological achievements in Fujian, puts forward a serial of measurements regarding the three following aspects of the transformation of scientific and technological achievements, namely, optimization of policy environment, highlight of the public service abilities and reinforcement of pilot trials. Besides, it also stresses out the need of accelerating the progress of commercialization, enterprization and scale-up development of agricultural scientific and technological achievements. |
