Investigation And Analysis On The Current Situation Of Land Lost Farmers In Nanan

With the rapid development of industrialization and urbanization, fundamental changes have taken place in social and economic structure in China. However, with the industrialization and urbanization accelerating, increasing demand for construction land will inevitably bring a large amount of rural land expropriation. In the context of China’s current reality, because of the limitation of the system and the quality of farmers, farmers are not satisfied for the land expropriation system. To protect their own interests, farmers tend to take some drastic means, which are hurt social harmony and stability of economic development. Because of the economic development can not hurt the farmers’ interests, so how to safeguard the rights and interests of land-lost farmers has become a concern of social science.Base on the theories of protection of land-lost farmers, this paper put forward the problems which the land-lost farmers would face on according the survey result of Nanan county, Fujian province. Furthermore, this paper offer policy proposal to solve the problems of the interests of land-lost farmers from the legal and institutional. The study results are as follows:(1) The land-lost farmers are face on a series of problems. According of the analysis of the investigation of the land-lost farmers in Nanan county, the land-lost farmer face a decline in living standards, and employment difficulties, few security content and low security level.(2) Analysis the reasons of the damage of the land-lost farmers interests from the legal and institutional. The result showed the root reason is indistinct definition of land property rights, direct reason is due to the current land expropriation system has some fault. Otherwise, some unreasonable policy in Expropriation and the defects of the system of social security are also an important reason for the damage of the land lost fanners’ interests.(3) The paper proposed the policy measures to protect the interests of the land-lost farmers. Learn the economic developed countries’ experience combining with the condition of our country, the paper proposed:1. perfect the farmland property right system; 2. improve the system of land expropriation; 3. perfect social security system to protect the rights and interests of land-lost farmers.
