Focusing on government decision-making, this dissertation comprehensively analyzes automotive industry policies in such developed countries as Japan and Germany, as well as practices in Chinese cities including Changchun and Shanghai, both typically relying on automotive industry. On this basis, it adopts research methods of countermeasures and problems to analyze advantages, disadvantages, status-quo and deficiencies of current automotive industry cluster development in Jiangxi province. It also makes a study of the potential problems and the influence that local governments exert on industry cluster policy-making.There are a series of problems in Jiangxi’s automotive industry cluster development, such as uncoordinated institutions of government administration, under-developed industrial environment, relatively weak key enterprises, deficiency of innovation, imperfect mechanism of innovation, backward construction of professional platforms, imperfect supporting industries, delayed policy instruction and inadequacy of government support. In order to solve these problems, this dissertation makes use of foreign and domestic successful experience to propose countermeasures and advices in terms of improving government decision-making.It emphasizes that, local governments should neither interfere with automotive industry cluster development, which is a micro-economic process, nor replace enterprises to do business themselves. Instead, they should implement measures to quicken the development, promote Jiangxi’s industrial transformation and upgrading, and improve competitiveness. These measures encompass planning and leading, supporting through favorable policies, regional layout, one policy for one industry, innovation and talent cultivation.
