In the modern society, human resource has becoming the most important resource of the modern enterprise. This point has been accepted in these years. Power generation enterprise has experienced the reform of state-owned enterprise and the market environment has changed greatly. Once, the market order of the seller-leading period has become the past time and the buyer has becoming more and more important in the market. Alone with the degree of marketization becoming more and more deeply.How to raise the level of human resource planning to meet the need of the enterprise has become an important topic for the future development of enterprise.This paper takes the electric power enterprises of xibaipo for example with the help of modern human resource planning theory and the data of the enterprise. This paper analysis the present situation of human resources and the Human resource management,then find out the problem of the electric power enterprises of xibaipo. This paper finds out the reason of the problem though case analysis and questionnaire method. Though the work experience in the electric power enterprises the author gives some suggestions and planning scheme to the enterprise and forecasts the future of enterprise human resource demand and supply. Because the electric power enterprises of xibaipo is similar to the large state-owned power generation enterprises, the results of the study is helpful to them. On the basis, this paper analysis the present situation of human resource management and the human resource and points out the problem of Xibaipo Power Plant human resource planning.
