In recent years,the power supply in the northeast region exceeds the demand,and the power plants in each infrastructure period are suspended,and the operating power plants are also implemented with deep peak regulation policy.At the same time,the unit price of standard coal continues to rise,the on grid price continues to fall,and power generation enterprises in the northeast region are in a difficult position of generating power and making profits.At the same time,in accordance with the general instructions of general secretary Xi Jinping,"harmonious co-existence of man and nature",all electrical appliances factories have implemented ultra-low emission transformation,and further deepened the test of the profitability of enterprises.Facing the new situation,in order to ensure the healthy development of electric power enterprises,we should re plan the human resource allocation of power generation enterprises to meet the needs of the development of the times.Based on the market environment of h power plant and the strategic goal of its transformation and development,this paper analyzes the specific problems existing in its human resource allocation,and finds that the basic reasons that restrict its transformation and development and limit its profitability are the structural shortage of personnel in the production system,the lack of senior technical personnel reserve and the lack of supporting service personnel.At the same time,according to the theory and practice,the paper makes a plan to solve the problem of human resource allocation in h power plant by means of recruitment,training and cooperation,and gives specific management opinions in three aspects of personnel recruitment,personnel training and industrial alliance,so as to ensure the smooth implementation of human resource planning in h power plant.In this paper,h power plant transition period human resource planning has some reference significance,but also for other power generation enterprises in human resource optimization provides some ideas.
