In this paper, the theory of project human resource management conducted a studyand analysis of the foundation, discusses the power company substation reconstructionproject in Chongqing basis, combined with the500kV substation automation Chenbridge reconstruction project of the project in practice, to determine its human resourcesplanning projects formulation, implementation, evaluation, feedback and revision, forthe500kV substation automation Chen bridge reconstruction project to improve thequality and efficiency to address the projects under execution, to find a good ways andmeans.It has practical value: enriching the content of human resource management, andexpanding project management research; providing theoretical and scientific supports inhuman resources planning and scientific management for renovation projects ofChongqing electric power company; upgrading the managerial level of the Chongqingelectric power company, and having important practical significance to alleviate theelectric power shortage and improve power supply reliability in Chongqing.Previous substation project staff focus on the study of technical theory and method,from the level of management to consider a less. This innovation is, not only will thehuman resource planning to look at the company, the company structure, humanresources planning studies, also on the company ’s project management furtherreasonable human resource planning. The project management organization structure,human and internal coordination, consistent with.This article through the use of project management human resources planningtheory and method on the substation reconstruction project of systematic, scientificplanning and management, put forward to the Chongqing electric power companysubstation project human resource planning improvements, and have achieved goodresults, the main conclusions are as follows:(1) The power supply company existing staff work efficiency is low, the projectteam members are not easy to management, lack of vitality, lack of staff proficient inmanagement, staff skills and job mismatch on issues such as analysis, find out the problems of hidden about human resource planning issues. And put forward to solve theabove problem solution, which solves the problem of.(2) Proposed to the Chongqing power supply company organizational structureadjustment, and project specific organizational structure design, as well as humanresource forecasting, completed a set of enterprise overall and local human resourcesplanning. Through the above plan, in the enterprise at the present stage theimplementation to be good results and returns.(3) In the engineering project in the practical application of the project humanresource planning theory, science has developed the project organization structure, andthe use of prediction method of project personnel required were predicted and supplyplanning. With the former traditional management mode of project, project personnelmore flexible management, employees have more enthusiasm.
