After the reform and opening up, China’s housing system has been changed, with the development of the housing system in our country, our country town residents’ housing conditions and the housing environment are improved greatly,Meanwhile, with the continuous development of China’s urbanization, the income gap between rich and poor continues to widen the housing problems of low-income groups is still ahead of us. Although our country is constantly perfecting housing security system, and also made some achievements, but many problems of affordable housing policy is also persist. To explore a new way of housing security, out of the plight of the current affordable housing construction, to realize the goal of "housing" has important practical significance.In this paper, by analyzing the domestic and foreign housing security policies related literature, on the basis of relevant theories, comparative analysis the advantages and disadvantages of in-kind subsidies and rent subsidies. And learn from the successful experience of foreign rental subsidies, put forward our country should adopt and promote the rent subsidies timely. And for the issue of housing security object, the rent subsidies for rent, embodiments of the rent subsidy are discussed in this paper. The paper includes seven chapters:The first chapter is introduction; The second chapter is a literature review and theoretical analysis, introduced the research status quo of the domestic and foreign housing security, including housing policy, housing safeguard object and rent subsidies from several aspects, then introduces some relevant theories of housing security and contrast and describes rent subsidy model of major developed countries abroad. The third chapter is about the comparisom of housing security, through the comparative analysis of the " in-kind subsidies " and "rent subsidies" and the analysis of the urban housing supply and demand in China, to determine the feasibility of rent subsidies implementation; The fourth chapter is about the fair market rents, fair market rent throughout the whole research process of rent subsidies,housing security object to determine and the amount of rent subsidy to determine all need to clear the size of the fair market rents, This chapter through survey and research Nanjing housing rental market, and the establishment of Nanjing rental housing hedonic price model, extracted correction factor to correct for sample data, and ultimately get the fair market units rents; The fifth chapter is about housing security object and the amount of subsidies, housing security object and the amount of subsidies is the key of the rent subsidies implementation study, this chapter based on ability to pay rent, to develop a calculation method for the calculation of rent subsidies and housing security income line; The sixth Chapter is about the housing rent subsidy way,process, safeguards. Housing rent subsidy scheme at present haven’t made systematic study, how to ensure the realization of the housing rent subsidy needs a perfect system, this chapter from the housing rental subsidies, subsidies for specific processes, and the rent subsidies implementation safeguard measures of key research relevant supporting measures aspects; The seventh Chapter is about summary and outlook.
