With the development of science and technology innovation, technological innovation team has increasingly played more important role of innovation and development, which is not only the need of overall integration development of modern science and technology, but also the discipline of sustainable development.Currently technological innovation team has become an important carrier of research innovation and personnel training in our country, but according to the development of status, the role of technology and innovation has not been a real team play, because lack of maturity of the research team building and management of the theoretical basis. Our team of scientific and technological innovation in human resource management is still in the exploratory stage and there are many problems in the team management.Through the theory of domestic and foreign research team, analyzes and summarizes the meaning of the basic characteristics of technological innovation team. And believes that the characteristics of scientific research innovation team include:a clear direction and goals; team leader with good strategic vision and coordination; team members complement each other; team members mutual respect, mutual trust; team has good conditions for scientific research support. This paper analyzes the current situation of the development of scientific research and innovation team in China, emphatically introducing the construction situation of fishery areas of scientific research innovation team, especially the fishery research institutes and national agricultural outstanding talents of innovation team in the selection of the results obtained.From the perspective of human resource management, the Ministry of Agriculture Science and Technology Innovation Center IWHR freshwater team building for example, the paper discusses the status of research institutes of the research team, sums up the useful experience, analyzes the problems, and raised solutions to the problem and improve the level of scientific research and team-building on the existing foundation of our scientific and technological innovation team for innovative human resource management research. This paper analyzes the factors which influence research of team innovation building and the importance and the problems of team innovation building. these nine factors are: leading talent, team building, talent introduction, career advancement, evaluation mechanisms, incentives, mobility, continuing education, team culture.By analyzing the human resource factors, this paper attempts to establish a research and innovation team building model, and considers that a good research and innovation team must have the following nine essential conditions:the well-known Chinese and foreign leading talent; structure coordinated team building; fruitful Talents; uninterrupted career advancement; sound scientific evaluation mechanism; positive and effective team motivation; mobility reasonable standard; open encouragement of in-service education; harmonious and progressive team culture.
