In order to resolve the problem oflow forestry land utilization in some places and forestry farmers’ low enthusiasm to expandoperating scale, according to the principle that enhance the positive correlated factors thatinspire forestry farmers’ intention to expand their operating scale, in order to improvepolicies’ validity and the rationality, to expand the forestry industry’ scale and to Improve theecological benefits, the author put forward the suggestion as follows: to make policies toincrease money poured in forestry production and a distinction should be made in differentsituation in order to make sure that the forestry farmers get benefit,; to gradually establish asound multiform commercialized forestry service system to meet the problems faced inforestry production; to increase training to make sure that forestry farmers get high economicreturns in afforestation; to establish multiform flexible transfer mechanism and moderate-scale operations to inspire and guide forestry farmers to expand operating scale;train surplus forestry labor for them to look for rural employment, as a result to providepreference for government to make scientific policies for forestry industry to realizemoderate-scale operation in forestry production and to promote the healthy development offorestry industry.
