In recent years, with the deepening of China’s urbanization and modern agriculture, the rural labor force began to transfer to the city, while in the rural areas have begun to appear a large number of idle land. According to the statistical data of the Ministry of agriculture, until the end of June 2015, area of rural land circulation in China has reached 4.3 million mu, accounting for 32.3% of the total land area of contract, compared with 2008 land area,2015 circulation area in 2008 is close to 4 times. China’s land transfer has achieved very good results, which operating area of more than 500 thousand acres of arable land has reached 3 million 410 thousand households. In order to develop modern agriculture, narrow the gap between urban and rural development, maintain the stable development of rural areas, the implementation of land management right in rural areas and agricultural moderate scale operation has become the most important task. In order to speed up the progress of China’s rural land transfer, as well as to promote the rapid development of urbanization, while focusing on promoting the rural land transfer and moderate scale management. But the vast land of China, and regional difference is obvious, so the progress of land circulation around the country, is also not the same. Meanwhile, the central government also called on all localities adjusting measures to local conditions, step by step to promote the transfer of land.In addition to the introduction, this paper is divided into five chapters, the specific content as follows:The first chapter mainly introduces the related concepts and theoretical support. In this chapter, first of all, this paper defines several concepts of rural land circulation, including farmers and farmers’ willingness, rural land, rural land circulation.The second chapter has three parts, one is the historical evolution of China’s rural land transfer, including the initial stage, the stage of development and the standard stage. Two is the introduction of the current land use of rural households in general form, and on each form a general description. Three is to describe the basic situation of Xixian County farmers’ land transfer, focusing on the patterns and problems of the rural household in Xixian County.In the third chapter, the author analysis the Xixian County farmers’ willingness of farmland transfer factors, from the combination of internal and external way to analyze the influencing factors of rural residents’ willingness of farmland transfer, and use logistic model to farmers for the influence factors of willingness of land transfer analysis, and find out what factors significantly, which influence factors was not significant.The fourth chapter is mainly about the design of Xixian County peasant household land transfer mode. This part mainly takes the two transfer modes, one is in the village for units of large grain model, another is to agricultural cooperatives and agricultural leasing company for the main business, farmers buy shares of the way.The fifth chapter is the conclusion and policy recommendations. It is not easy to promote the farmers’ land circulation and choose the right land transfer form, which requires the specific analysis of local special circumstances and promote the cooperation of multi departments and multi subjects.
