China has a large number of "semi citizen" of migrant workers and their families. Although the majority of migrant workers migrant workers, in the city’s manufacturing and service industries in labor, is a statistical sense of the "urban population", but because of no real identity of the city residents, the household registration has not been incorporated into the city, they can not enjoy the corresponding social security and public services. their consumption behavior is completely different from urban residents. This paper first analyzes the obstacles encountered in the implementation of a series of policies of the rural residents, the residents of urban residents, urban residents as a public service and social security, will share the established interests of the foreign group, when the urban welfare system began to reform, urban residents’ unemployment rate began to rise, they will have incentive resist the local government, and the government will face a large number of population flock to cities, the increase in the number of people will be a rapid expansion of local government. These two aspects of resistance to the government in promoting the reform of the household registration system is huge, and eventually lead to a slow process of migrant workers’ citizenship. Previous studies have described and discussed the dual resistance, which is generally believed to be a negative impact on the welfare of urban residents. these studies only consider the impact of migrant workers to urban residents, but did not fully understand the impact of migrant workers on the construction of the overall economy. In this paper, the CGE model is used to analyze the impact of migrant workers’ urbanization on the economic structure and economic growth, and it is mainly concerned with the impact of migrant workers on the structure of the income of the residents after the change. Firstly, this paper builds the social accounting matrix of Zhejiang Province in 2010, based on the relevant data of the input output tables and statistical yearbook of Zhejiang Province in 2010. The overall situation of the economy in Zhejiang Province as a benchmark scenario, one thousand thousand migrant workers into the public as a control situation. The results show that the increase of these one thousand thousand people can make the total output of Zhejiang’s economic growth, and the people of migrant workers will increase the income level of residents and promote the growth of residents consumption and investment, reduce the dependence of economic growth for exports, but also to optimize the economic structure. The final result shows that the migrant workers are not reducing the income and welfare of the city residents, the contrary, because the people of migrant workers to increase the consumption of the original migrant workers, and promote the overall development of the economy in Zhejiang Province, and finally promote the improvement of the income of residents. Therefore, it is an important way of promoting the reform of the household registration system to speed up the pace of urbanization of migrant workers, and vigorously promote the reform of the household registration system.
