The existing urbanization development model over rely on big cities, gradually constrained by the ecological, resource constraints, has been unable to meet the needs of social development healthily Moreover, the employment structure and industrial structure development is unbalanced which makes the rural population can not effectively obtain employment in the process of urbanization. This has brought a great risk. It is urgent to explore a new way of urbanization development in line with China’s national conditions and promote the sustainable development of China’s economy.Local urbanization emphasizes on the realization of the urbanization of agricultural transfer population, develop the local urbanization is conducive to easing the traditional urbanization mode of China’s economic and social development. The basic way to realize the population urbanization is to make the agricultural transfer population in the city to obtain employment, that is to promote the transformation of the employment structure, and the industrial structure change is closely linked with the change of employment structure. The employment structure, industrial structure and the level of local urbanization are closely linked, in the new era of development, to clarify the influence of industrial structure and employment structure on local urbanization and the interaction between industrial structure and employment structure is of great practical significance for local urbanization..First of all, reference to the “invisible urbanization coefficient model” of Wang Sijun, choose 17 cities during 2003-2012 in Anhui province use the enhanced model to estimate the local urbanization level of the 17 cities. The result showed that the "country – city " transformation is obvious in Anhui, the generally high level local urbanization phenomenon in Anhui province did not disappear with the smooth transformation of individual cities. At the same time, various areas in Anhui province on the urbanization development level is different, Anhui province urbanization development level is undervalued, traditional measuring diameter of urbanization has not effectively reflect the development process of urbanization in Anhui province.Second, by using employment elasticity analysis, productivity analysis and other analysis tools and methods to interpret the link between employment structure and industrial structure in Anhui province, and the time employment structure lags behind the industrial structure adjustment. Results show that the first industry in Anhui province relative labor productivity is relatively high, absorbing labor force gradually become saturated. The second industry economic growth effect on employment growth of labor, the second industry’s ability to create jobs gradually decline. The third industry in Anhui province economic growth pull function on the employment growth is more and more obvious. And, there are some lag between employment structure and industrial structure in Anhui province, time lag is five years.Finally, from the level of micro and macro impact mechanism to analyze the impact of employment structure and industrial structure on local urbanization.Results show that the employment structure and industrial structure have significant influence on the level of urbanization. Conduction effect is also significant, and this effect also present a logarithmic relation. Employment structure and industrial structure’s impact on local urbanization level also present a significant economic behavior dependence and regional characteristics dependence. Therefore, we need to justify the extent industrial structure and employment structure, to continue the positive effects of government financial and region opening to the outside world,to realizes the industrial structure and employment structure mutual cooperation and common development.
