Since the 90 s of the 20 th century, the trend of economic globalization and regional groupings is increasing significantly, the transnational flow of production factors such as capital, labor, technology and knowledge resources are increasingly active, the degree of world economic complementarities, linkage, and correlation has further enhanced, the mutual influence scope and degree is constant deepening, a free opening 、 highly connected world economic integration pattern has begun to take shape. As an important part, multi-national corporation plays an irreplaceable role in the evolution process of the global economic integration., it provides support and realization path to production factors for transnational transferring, constructing the international production chain and network based on global production resources endowment, effectively connecting the country and region in the world which is at different levels of economic development and social progress, becoming an important link of connecting the world.Along with the gradual deepening of economic globalization and the improvement of the degree of reform and open up, the situation of China’s opening up has taken on altogether new aspect. "Bringing in" policy system is becoming more and more perfect, the scale of FDI increased year by year, some well-known medical instruments multinational corporation such as Johnson、Medtronic and Siemens have to enter the Chinese market, developing and implementing localization strategy which is effective and in line with China’s national conditions, further aggravate the market competition intensity of domestic medical instruments industry, thus forming the profound influence on the industry scale, structure and the competitiveness of domestic enterprises.This study selects the medical instruments multi-national corporation as object,choose the localization strategy as the breakthrough point, comprehensive, systematic and standard describes the overview of domestic medical instruments industry and thelocalization motivation 、 form and problems of medical instruments multi-national corporation in China, and combines with the actual case to discuss the basic situation of Medtronic localization in China, summarizes the policy implication which can lead multinational medical instruments companies to implement the transnational localization strategy, striving to improve international competitiveness of multinational medical instruments companies, encouraging domestic medical instruments companies to take global view, actively planning and implementing the localization strategy, participating in the global industrial chain, and strong gluten 、constant grow in the international market competition.
