Analysis Of The Application Of PPP Model In Agricultural Insurance In China

Agriculture production is a risk area and restricted by many factors,This requires the use of certain safeguards and means to help them,agricultural insurance is ab le to play such a function.Now,in the world,with the rapid development of agriculture,agricultural insurance is paid more and more attention,and play a more and more important role,not only can help farmers,but also in terms of government support for agricultural development also play a key role.As a result,some countries have increased investment in agricultural insurance research,making the industry showing a rising situation.C hina is a big agricultural country and is worthy of the name,disaster prone country,agricultural insurance attention degree is high,but the number of insured is not much,the real role of agricultural insurance to effectively play out,also need to do more in this aspect in order to actively explore the agricultural ins urance plays a positive role in promoting the development of agriculture.This paper describes the concept and function of agricultural insurance and the role of domestic and foreign agricultural insurance research,C hina's agricultural insurance development course as well as the domestic and foreign agricultural insurance mode,focuses on the analysis of agricultural insurance in C hina has the following problems:(1)agricultural insurance products is less;(2)the agricultural insurance payment rate is high;(3)the ability to pay is low;(4)insurance awareness is not high;(5)the construction of the low degree of risk sharing mechanism;(6)supporting measures to encourage insurance is insufficient;(7)the lack of agricultural insurance professionals.In view of the above problems of agricultural insurance in our country,this paper puts forward the idea of introducing PPP model to innovate the management mode of agricultural insurance in china.And puts forward the corresponding countermeasures:(1)to strengthen the propaganda,improve the awareness of insurance;(2)science and technology,reduce the risks of agricultural production;(3)policy support,increase agricultural insurance investment;(4)increase in insurance,improve agricultura l insurance coverage;(5)raise,the establishment of agricultural catastrophe insurance fund;(6)positive development cooperative insurance;(7)the training of agricultural insurance professionals;(8)perfecting the legal system of agricultural insurance.
