With the acceleration of urbanization, there is a continuous expansion of urban construction land, and a lot of farmland is occupied, resulting in more serious situation of cultivated land protection; at the same time, while the rural population to urban areas continued influx, the rural construction land use is extensive and the expansion of the scale is large. Thus, it is a priority to consolidate and reclaim the rural construction land into arable land, to be transformed into replacement index for cross-regional transactions on the market, and to provide for the use of construction land in large demand areas. However, at present, problems are found after assessing the situation of Chengdu, Chongqing, where a pilot project has been carried out. These problems include unclear transaction entities, unreasonable price customization, imperfect trading rules, and incomprehensive transaction security. Therefore, it is of vital significance to grasp the inner mechanism of transaction, and to study the mechanism of cross-regional transactions of replacement index for the rural construction land.The displacement index’s regional trading subjects, operating rules, pricing and profit distribution is analyzed in the paper, through the construction of regional trading mechanism framework of rural construction land consolidation replacement index, and proposes the trade protection measures to the transaction, finally makes an empirical application in Xuzhou city. The writing ideas of each chapter are as follows:Chapter 1 introduction: describes the research background and research significance, the related research at home and abroad is reviewed and summarized, research approach of this paper is introduced and the possible innovation and shortage is also summarized in this paper.Chapter 2 concept definition and theoretical basis:defines the main concepts related to the title firstly, and then describes the related theoretical basis associated with the research.Chapter 3 building current index configuration mode and trading mechanism framework:firstly analyses direct administrative configuration, and then analyses the market allocation with administrative intervention, focuses on analysis of Chongqing ticket system background and the specific approach, and makes analysis; then, studies the mechanism building objectives and principles, and then analyzes the four component of the framework, namely the index trading main body and operating rules, the transaction price, the transaction security and supervision.Chapter 4 subject and operation rules:analyzes the demand side, supply side, the middle intermediate terms and the trading conditions, analyses index trading operation rules from five aspects including the transaction cycle, trading index scale, transaction process, index per unit area, the transaction level. In the pricing part, firstly analyses the replacement indicator’s price connotation, analyses index price structure from two aspects of production cost and index appreciation income, analyses indicators to determine the index price of replacement indicators, from the formation of the government guidance price and the market price.Chapter 5 empirical application:incremental construction land supply is calculated firstly, and new construction land demand is estimated to analyze the necessity of Xuzhou inter-regional transaction, makes Xuzhou cross-regional trading program including trading index scale and target price, the security regulatory measures are proposed:to improve the physical market of index trading, cultivate index trading intermediary institutions, and support the development of roll-out area, pay attention to public participation and supervision.Chapter 6 research conclusions and prospect:summarizes the full text’s research results, and further research in the future is also discussed.
