China is a classic agricultural large country. As the fundamental realities of our country is densely populated, they always emphasize the importance of the work is to keep the country economic and social stability and enhance the independence in global competence. With the rural urbanization reform and agriculture industry upgrading at an increasing pace, the problem that the building of agriculture infrastructure lags behind the need appears little by little. If the problem is not dealt with properly, it will affect the reform progress of agriculture and countryside.This article makes an analysis on the current situation of the building of agriculture infrastructure in Yancheng and based on the analysis of existing problems, it points out the two major problems from the aspects of policy and structure. ADBC is the only policy-banking institution in our country and it defines the distinguishing feature of its mian businesses. According with the requirement that making an increasing input in agriculture infrastructure building from the Party and the state council, this author gives an view that Yancheng branch of ADBC should meet the need of the rural urbanization strategy and make actively efforts which can’t be replaced by any other bank in a new round of agriculture infrastructure building. On the basis of appropriate credit supply, we need to solve the problem that how to through the local government financing platform as a leader to make an increase credit supply in the building of agricultural infrastructure in Yancheng. We also need to do it as an important business and start the project fully. It will give an promotion in changing the agricultural infrastructure building and speed up the agricultural modernization and the urbanization progress.This article makes an analysis on the current situation of agricultural infrastructure building in Yancheng. The obvious problems are aging、backward、unsafety and out of service in the agricultural infrastructure building. The problems will heavily limit the secondary and tertiary industry development in countryside. Low standards in infrastructure has become the major limiting factors in the development of standardization、sightseeing and external-oriented agriculture.Following the above discussion, I give my view that we need to make use of the opportunity for enhancing the new countryside urbanization and enlarge the input in agricultural infrastructure building and change the defective conditions quickly. At the same time, the author collects and read a large amount of documents in this area. The author also uses the advanced treatment for reference in and out of country to seek for new financing and property management in agricultural infrastructure building in Yancheng. We need to take a consideration in how to play the specific policy function and make good use of the characteristics such as large amount、low loan rate and long credit term to increase the credit supply in agricultural infrastructure building. After all, we should attach closely our business functions and credit supply to the development strategy made by the Party Central Committee and the State Council which relating to the agricultural infrastructure building.
