As consumers of food quality requirements continues to improve,become the focus of attention of the whole society of food safety problem. In some sense, food security can be defined as a public product, the government has the responsibility and obligation to guarantee the overall quality and safety of food products. But the reality is that a variety of food safety incidents of malignant one after another, we can eat what--Urgent tortures of current food safety supervision system in China. Throughout the food safety situation in our country, there exist many problems, such as poor coordination between departments, regulatory laws and regulations are not mature, low efficiency of government regulation, regulatory system striping, benefit department etc.. The main reason is in two aspects, one is the market failure, the food safety risk due to information asymmetry in the whole food supply chain is the fundamental cause of continuous conduction amplification of food safety problems; two is the government failure, the government plays the night watchman’s role in the market economy environment, to eliminate by the government the problem of control and make up the market failure is generated, but because the government itself is not fully grasp the information, at the same time, the government as a main part in the market activity, inevitably with the characteristics of "economic man", but caused the failure of the market increasing, so the absence of important reasons, government is also produce food safety the problem of.This paper takes the current situation of Shaoxing County food production field as a reference to the object of study, based on previous combing the related discussion, first try to start from the concept to clarify the food safety, with the help of economics and public administration as a solution to the problem of food safety theory, the status quo of small to the field of food production in Shaoxing county the in-depth analysis, to approach to historical analysis of longitudinal review ofChina’s food safety production and supervision system evolution and development. In addition, to more efficient of food safety problems, propose solutions, not only aimed at home. From the legal system, government regulation and technical support, the three aspects of the research and the discussion to the American developed food safety, summing up the experience of other countries. Based on the above analysis, the production of Shaoxing county area of food safety management system and the reform practice, explores the reasons and institutional defects of the problem. And mainly through example analysis of tea products, try from the perfect laws and regulations, the functions of the government reconstruction, public participation in governance and other aspects of the suggestions and Countermeasures to improve the production of Shaoxing county area of food safety management.
