Food as a special commodity,its safety has always been the focus of the whole society.With the development of China's social economy and the increasing of population,food safety accident occur frequently,especially such as “fu xi”?“old yogurt event” and “zombie meat” in recent years,has been to touch the public morality and the laws of the state line.Food safety issues has become the people most concerned about the people,it is very important to research about how to reform and improve the basic food safety regulatory system for the Chinese government.Since the reform and opening up,China has carried out subsection supervision on food safety regulatory system.However,with the frequent occurrence of food safety incidents,the central in 2013 issued ? institutional reform and functional transformation program of the State Council ? and decided to establish the china Food and Drug administration that supervise and manage the food production by quality supervision department and the food circulation by industry and commerce administration department and the catering by health administrative department.Successively the reform of the super-ministries of the new food has been carried out in different places.Because of the difference of the regional food regulation,many provinces have carried out the innovation on the reform model.For example,JiangSu province as the representative of the innovation established market supervision administration below the county level which is responsible for supervising the whole process of food production,circulation and catering,and set up a complete coverage of“single sector” regulatory responsibility chain.The new food safety regulatory system which is mainly managed by the market supervision administration and cooperatively supported by other departments.This paper researches into the implementation of food safety regulation in SheYang County.Firstly,the research introduces the concepts and theoretical basis of food regulation and the super-ministries reform,author analyse it is necessity for the government to protect the food safety.Secondly,the article introduces the construction of food safety supervision system in Sheyang County after the reform of super-ministry and summarizes under the new food safety regulatory system,food safety regulation has the advantages and achievements,But through practical investigation and research,comparative analysis and other methods,author have found a lot of problems and its causes,such as such as supervision of law enforcement difficulties,the allocation of resources on the substratum is insufficient,informationtechnology support is not in place and inadequate development of social supervision power,etc.lastly,on the basis of the research of domestic and foreign advanced experience and existing problems,author put forward some suggestions for Sheyang County food safety.Such as,deepening legal construction,strengthening the supervision of resources,optimizing information technology platform and detection system and cultivating social regulatory power.
