Development zone is not only an important area for urban economic development, but also the gathering place of industrial development, related to industrial restructuring and urban renewal effects of its land use. However, the spreadof development zones not only occupy a lot of quality arable land, cause food crisis, but also lead to industrial land inefficiently and disorderly use, resulting in the current serious waste of land resources. Overall, the land-use zone of very extensive and intensive is far behind the developed countries, intensive land use plans related to sustainable development in China, we should pay more attention to it.Land intensive use has become a hot spot and focus of government and academic circles, the Ministry has established evaluation criteria zone industrial output efficiency of land use. Land intensive use evaluation system is becoming more and more mature, however, the existing land productivity evaluation system is too absolute and sole, objective evaluation results is not valid, which cannot effectively distinguish external factors such as classes and geographical factors and development zone itself management factors.Therefore,policy implications of evaluation results are significantly weakened, general and absolute evaluation of results obtained in the evaluation system, it is difficult to promote the development of various development zones in specific land use policies according to their own development.This study aims to build industrial land zone output relative strength index, by removing policy factors and geographic location and other factors on the strength of industrial land output development zone to objectively measure the impact of their management of land productivity and then provide development requirements and policy recommendations for different zone to promote further improve the land intensive use efficiency. By Solow residual method, this study uses 28 industrial development zone in Shanghai 10 years between 2004-2013 data to fit equation, then puts data into it, so as to effectively evaluate the relative output of industrial land of development zones in nearly 10 years. This study gets the following conclusions:traditional evaluation standard of development zone industrial land output efficiency has a certain limitation; policy factors such as development level and the location factors on the development zone has a great influence on industrial land output; In recent 10 years, the development situation of Shanghai development zone industrial land relative output runs like "U" type, development zone industrial upgrading is imminent; relatively high output and low industrial land development zone differences with distinct industry characteristic. Finally, in view of the evaluation results, this study promotes some suggestions.
