Study On Land Intensive Use Of Shanghai Caohejing New Technology Development Zone Based On PSR Model

Nowadays,food security and population are two major problems facing the world,under the double pressure,looking for effective land allocation method,realize intensive land use,stability and promoting the development of the society is a common concern of scholars and practitioners and has been trying to solve.However,China,a typical agricultural country,intensive use of land is the role of self-evident,not only concerns the long-term development of agriculture,will also affect the industrialization of our country,further enhance the integration of urban and rural areas.To carry out the evaluation of land intensive utilization in Development Zone,not only can the Scientific Development Zone land use solution,so that the government and the people to discover and handle problems,but also the inevitable requirement economy and sustainable development.Caohejing New Technology Development Zone,the economic activity bellwether of Shanghai,regard the land utilization efficiency and sustainable development as the focus of the government and the people's attention,while the key period of time about urbanization intensifies.This paper first briefly introduces the background and significance of the evaluation of land intensive use of development zone;secondly,the theoretical basis of land intensive use are introduced,including location theory,land rent theory and theory of diminishing returns of land;then the basic situation of Caohejing New Technology Development Zone,land utilization,land input-output analysis to explore the shortcomings of current situation;then,use Pressure-State-Response model as a guide,to determine the weight by entropy method.At the same time,divide factors on social,economic and environmental aspects of the Caohejing New Technology Development Zone into 3 levels and 14 indicators to measure the land intensivism;then,expansion potential,management potential of the Development Zone,and also for the potential structure of the number of years was calculated.From the intensive degree and potential calculation,1)Caohejing New Technology Development Zone of land intensive utilization degree is increasing year by year and tend to idealize,with the less development potential;2)Intensive use of spatial difference,the Ministry of regional development especially limited.3)Unified implementation of industrial land auction,the main operating mode meets the bottleneck.4)According to the maximum value of land supply,land supply of main area for 8.4 years,industrial storage land supply for 9.6 years;development zone supply for 3.6 years,storage land supply for 3.4 years,The land can supply the number of years.Finally,the corresponding countermeasures are put forward:1)Improve the existing policy system,increase law enforcement efforts.2)Construction of inefficient and idle land withdrawal mechanism,promote land stock secondary development.3)Headquarter and Pujiang Hi-Tech Park reduce the space difference according to local conditions.4)Adjust the land layout,and promote the intensive use of land.5)Encourage "vertical growth"and advocate intensive use of land.
