At present, China’s economic development has entered the middle and late stage of industrialization, the leading industry of the national economy has been by the agricultural shift to non-agricultural industries, therefore our country in general have the ability of industry nurturing agriculture, and agricultural subsidies has gradually become China’s main agricultural support policies. At the same time, the food industry is the basic industry of agriculture, so that the grain subsidy policy has become the focus of government subsidies. On the one hand, the relatively low income of the food industry, the difficulty of increasing farmers’income, on the other hand, the impact of the international food crisis makes China’s food security situation is more serious, so it is the two major objectives of China’s grain subsidy policy. With the rapid development of China’s economy, the grain subsidy policy should also keep pace with the times. Therefore, China has gradually formed a comprehensive income subsidy, the special production subsidy and the minimum purchase price policy. In this context, this paper studies the policy of food subsidies in Zhejiang province.First, from a number of perspectives to analyze the implementation of food subsidy policy in China’s theoretical basis and practical basis, and pointed out the necessity and significance of China’s implementation of food subsidy policy.Secondly, in the analysis on the basis of the scale and structure of Zhejiang Province the current grain subsidy, combined with the Zhejiang Province in terms of grain subsidy related research literature, put forward major problems may existed in present food subsidies policy in Zhejiang Province:one is the rising cost of food production offset the effect of food subsidies; the second is the food subsidies for the implementation of administrative costs high, uncontrollable factors, reducing the efficiency of subsidy; the third is to encourage and promote the development of grain scale grain subsidy policy is not perfect; the fourth is grain yield well below the planting economic crop yields, "non food" trend of land circulation are obvious.Once again, for the possible problems, through the analysis of the basic data of the development of the grain industry in Zhejiang Province, the basic conditions of agricultural development in Zhejiang province and the comprehensive production capacity of grain are evaluated. Based on the analysis of DEA, the empirical analysis is made on the effect of grain subsidy policy in Zhejiang province. The two conclusions are as follows:1. The system efficiency of Zhejiang province is high, and the policy system of food subsidies is. The two is the scale efficiency of grain subsidy policy system in Zhejiang Province.Finally, based on the evaluation of the effect of grain subsidy policy, combining the four principles of fair and efficiency, WTO agricultural agreement, sustainable development and moderate protection, we put forward suggestions to improve grain subsidy policy in Zhejiang Province, improve grain subsidies, improve the operation mode, reduce administrative costs, improve the dynamic adjustment mechanism of agricultural production.
