Employment is related to people’s livelihood, and it is the link between economic growth and social development. At present, China’s economy still maintaining rapid growth, compared with this, our country’s employment problem is very serious.Our employment has both total contradiction and structural contradictions, seriously affecting people’s living standards improvement and social harmony and stability. According to the practice of world development, the employment problem can not be solved only by the market, it’s also need the government’s macro controlment and strong intervention. Therefore, as a financial policy tool, it is very important to explore its role in promoting employment.This paper is based on the employment situation of our country, the first chapter introduces backgrounds, significance, research methods, structure arrangement and innovation. The literature review focuses on the effects of domestic and foreign financial expenditure on employment. The second chapter mainly analyzes the mechanism of the impact of the financial expenditure on employment. First defines the concept of employment and the relationship between finance and employment. Then it selects five branches of financial expenditure structure. In the third chapter, the paper summarizes the policies and the effect of the promotion of employment, and summarizes the fiscal expenditure policies and their effects on the employment problems in the historical stage, and explains the effect of the financial expenditure policy to solve the employment problem. And then summarize the current employment problems in China. The fourth chapter makes an empirical test on the employment effects of the total fiscal expenditure and the selection of the five financial expenditure components, and draws the conclusion that the effect of the financial expenditure on employment is not obvious. The fifth chapter explains the results of the empirical analysis, analyzes the reasons why the employment effect of the financial expenditure is not obvious from the structure of fiscal policy objectives and fiscal expenditure, and then puts forward some suggestions for the reasons.
