Scientific allocation of land resources is the key to sustain development of urbanization. Research and practice shows that most of the problems appears in the process of urbanization in China are related to land resources. Therefore, for the emphasis on ecological development, sustainable development, intensive development and scientific development of new urbanization, its construction process of the scientific allocation of land resources is particularly important.The paper uses the method of literature review and case analysis to analyze the allocation of rural collective land resources in Longyan City. Firstly, the paper bases on the related theories such as scarcity and sustainable development, constructs a new type of rural collective land resources allocation system in Fujian province by using case analysis and literature survey from three aspects of regional allocation, subject function allocation and land function allocation. Secondly, the paper analyzes the existing problems in Fujian, and analyzes the land use experience of Germany, America, Zhejiang Province, Dalian Huayuankou Economic Zone and Jinjiang City based on the existing problems in Longyan. And it is worthwhile to note that infill land utilization model in America, the echelon layout of big cities, middle-sizes cities, small cities and towns in Germany, the experimental model in Zhejiang Province, and the city and industry integration, and the ecological development strategy in Dalian Huayuankou Economic Zone. Also, it points out that in the layout of city, Jinjiang focuses on space layout and functional layout; in the effectiveness of the industrial economic benefits, while also emphasizing the ecological benefits. Lastly, the paper proposes the countermeasures of rural collective land resources allocation under the background of new urbanization in Fujian.
