Research On Risk Management Of Group Dedicated Line Construction Project Based On OODA

In recent years,when telecommunications industry met growing social needs,industry competition has been increasingly fierce.Compared with the increasingly saturated personal customer market,group customer market have greater potentials.Group dedicated line construction project is the most tempting part of the cake.Due to industry competition and the superposition of internal and external factors,it makes group dedicated line construction project become much more difficult.Group customers have put forward higher requirements for operators.Not long ago,Standish Group took a research——?The Standish Group CHAOS Report?,the results have been as follows:24% of the projects were discarded or the results could not be used;44% of the projects only achieved a part of the intended target,and overdue,over budget;only 32% of the projects had been completed on schedule.Construction projects have poor risk control,and often overdue,over budget,major accidents commonly happen.In our country,project management system of telecommunications industry started late,theory and talents are inadequate.Compared with the advanced level of foreign countries,our country's project management philosophy,experience and management methods are still inadequate,the gap is not small.Our company has not yet formed a set of standardized,scientific project management philosophy and system.Group dedicated line construction project management operates inefficiently.The project management tools are used fragmented and relatively single.Project risk management model is lagging behind.In this paper,the OODA loop theory is introduced to define the performance and dynamic correlation of the four different stages of group dedicated line construction project risk management,including the OODA loop theory of risk control,the behavioral characteristics of different stakeholders,and the interaction between different stages and subjects.It will make the project risk management in different stages perform more clearly.The OODA loop theory helps to judge and apply the different stages of the project risk management process.It is more targeted to project risk control,and helps to further strengthen group dedicated line construction project risk management.This article from the view of system thinking and overall perspective theory,regards the project risk management as a complete system.It has total management,and puts forward: Constructing a new project risk management system;preparation of "Project Risk Management Manual" to facilitate staff in accordance with the standard to prevent the risk and act;the establishment of accountability,tracking and evaluation mechanisms;putting forward the information construction.From the view of system thinking and overall perspective,the company promotes the project risk management in all directions,ensures the implementation in place,and solves the problems.Researching on group dedicated line construction project risk management,helps us to clear the problem,and puts forward a solution.As an opportunity to build the control model of industry characteristics,the company strengthens the construction of project risk management environment,puts forward the information system application capacity building,strengthens the project risk management's effective implementation and daily supervision.In the aspects of project risk management implementation and supervision,it will be a breakthrough for the company's sustainable development.
