Path Research On The Re-employment Of The Unemployed Population Caused By The Excess Capacity

Overcapacity in China’s economic operation has become an increasingly prominent issue.In the past two years, excess capacity to resolve conflicts, has become the focus of promoting China’s industrial structure adjustment. Our provinces are facing overcapacity problems to resolve, as the industrial structure of high input, high consumption, high pollution and low efficiency of Hebei Province, are particularly affected. Iron and steel industry is the basic industry of the national economy, but also the most serious overcapacity, affecting one of the largest industries. Traditional industrial province-Hebei most important pillar industry is the steel industry, Tangshan City, Hebei Province, the steel city, iron and steel production accounted for more than 50% of the province’s steel production capacity. Therefore, as the resolve of excess capacity in key areas and key industries, Tangshan City, Hebei Province, the steel industry bear a very heavy pressure to cut energy task. With the capacity cut task, is expected to 2017, Hebei resolve excess capacity will involve employees 54.7 million, of which 42.6 million steel. Tangshan Iron and Steel plans to cut 40 million tons in 2017 crude steel,28 million tons of iron, the measure will directly affect 10 million jobs. There are a lot of excess capacity due to unemployment will become a threat to social stability risk, but also a large number of idle labor waste of resources, but not conducive to the coordination of social economy and sustainable development.Comprehensive research results, many experts and scholars from different angles proposed measures to solve the unemployment problem, but for the purposes of the national policy to resolve the overcapacity problem caused by large numbers of people unemployed but the lack of targeted research. In this regard, we propose the concept of cause unemployment, based on a combination of theoretical knowledge, introduce current situation of overcapacity, as well as measures to resolve the problems arising from unemployment, and the use of case studies and questionnaire survey interview to defuse overcapacity representative cities and industries-iron and steel industry, for example, Tangshan city, Hebei Province, due to overcapacity unemployed questionnaire and interview survey, the statistics of the current situation of overcapacity caused by unemployment and re-employment problems faced.Based on this, the author set up a central government, enterprises and trade unions to supplement, unemployed persons based on their own due to overcapacity in the full range of re-employment of the unemployed path analysis model, from government, business, the third sector (trade unions), four unemployed people such as:central government play a leading role; accelerate corporate restructuring and upgrading, promote digestion and internal staff; full union re-employment assistance functions; urgent need to change the mentality of the concept of unemployed people, learning new vocational skills were a total of four dimensions expand path to overcapacity caused by workers re-employed in the analysis, which particularly clear government survey of the problems reflected, should co-ordinate overcapacity caused by workers re-employment policies and mechanisms to broaden the external positions backward production capacity of the industry, the smooth flow of unemployment and re-employment information upstream and downstream channels, to carry out scratch skills training, the establishment of special re-employment funds totaling five angles, to promote overcapacity caused by unemployed workers re-employment support.Finally, in Chapter 5, respectively, from the author of the industrial policy, the insurance aid policy, fiscal policy and public service policies, training and education policy five different angles, as overcapacity due to the re-employment of unemployed persons put forward specific policy recommendations, such as:based resources and geographic advantages, promote industrial upgrading stimulating employment; play unemployment insurance and other social security "underpinning" function; the use of financial leverage to increase financial and policy support; to build capacity behind industry information service platform for external re-employment; strengthen the unemployed psychological and new skills in education and training.
