Employment is vital to people’s livelihood, which is inseparable with social security. Beijing unemployed social insurance subsidies began in the community to encourage the unemployed elasticity of employment policies; with the development of flexible employment and to enhance the understanding of flexible employment, develop into encouraging the current job market vulnerable groups to have flexible employment, enhancing the stability of the flexible employment, thus social insurance can exist and develop.The paper based on actual survey data on the performance of the social insurance subsidies, as well as individual in-depth interviews with the person in charge to enjoy policy information, trying to have description analysis on the operation of unemployed personnel of Beijing social insurance subsidies, have evaluation analysis, and then discovers the actual operation problems of unemployed personnel of Beijing social insurance subsidies policy design, and to have an analysis which is systematic, multi-angle and comprehensive, and put forward the corresponding countermeasures and suggestions, looking for providing certain help to the unemployed personnel of the practice of social insurance subsidies policy in our country.This paper is divided into five parts:the first part is the introduction part, mainly discusses the background and significance of Beijing social insurance subsidies, the related research literature, the research objects and research methods. The second part is the development and practical operation of Beijing unemployment social insurance subsidies policy. Firstly, reviewed the unemployed in China’s social insurance subsidies and unemployed persons in the Beijing city social insurance subsidies policy; secondly, compared Beijing and Shanghai in the social insurance subsidies policy differences and similarities between them; thirdly, made comparative analysis of social insurance subsidies, government policy in Beijing City, the actual operation of the unemployed are described. The third part evaluated the unemployed social insurance subsidies in Beijing, found that the deviation in practice, and analyzes its reason. The fourth part in view of the evaluation problems, make suggestions to consummate the unemployed personnel of Beijing social insurance subsidies policy ideas and countermeasures. The fifth part of this paper summarizes the conclusion and the insufficiency, and proposes the outlook for the next research direction.
