Research On Governmental Assistance In Reemployment Of Older Unemployed Workers In Quanzhou City

China's economy is in a critical period of conversion between old and new kinetic energy.The new situations has a profound and far-reaching influence on the employment pattern.The promotion of urbanization has led to the acceleration of employment transfer of rural labor force.The increasing number of college graduates has also brought the rapid increase of general employment pressure.This special group of elder unemployed workers is not so competitive in the labor market because of the age limit,health reasons,education skills and other factors.It is difficult for them to find the position through their own strength in the growing labor market.With the full deployment of the strategy of public entrepreneurship and innovation,the industrial structure has been upgraded in the ‘ Internet plus ' era.The unemployment of elder workers of Quanzhou has aroused the public attention and will become more prominent in the future.This article aims to observe the government assistance to elder unemployed workers in Quanzhou by applying the theories of unemployment and government's service.The research is carried on by using the methods of interviews and comparative studies.The writer starts with the general survey of the current situation of employment assistance to elder unemployed workers in Quanzhou city,then explores the existing problems and deep-seated reasons of the employment assistance services for the elder unemployed from the perspective of government function.On the basis of relevant research by domestic and foreign scholars,the article proposed six suggestions so as to improve the employment assistance services for the elder unemployed in Quanzhou.These suggestions include improving the implementation of policies,strengthening the organization construction of re-employment,expanding the channels of employment,enhancing employ ability,improving the unemployment insurance system,and increasing publicity efforts.
