Urbanization is the key to cause consumption demand. Combining industrialization and urbanization will exert great importance to enlarge inner need, promote economic growth and avoid "the middle income trap". However, current situation in China is different from other countries’experience.The rate of urbanization and that of consumption present contrary trend. To analyze its causation, the paper raises two assumptions. Firstly, there exist defects on the policies and calculation method of urbanization rate for the reason that urbanization doesn’t mean citizenization. Citizenization is more profound than urbanization. The household register and other factors make citizenization situation worsen though the urbanization rate growth steadily. Secondly, because of the restriction of the driving mechanism, the achievement of urbanization and citizenization can’t be converted to the raise of consumption immediately.The first chapter analyses the meaning of promoting urbanization based on stimulating consumption demand. In the second and third chapter, we analyze the quality of citizenization. In view of institutional factors and sense of consumption in China, the paper draws lessons from the family thought, intergenerational thought, putting forward the method to calculate the rate of citizenization standing on the public behavior point of view, and then analyze the speed and quality of our citizenization during the period of reform and opening-up. After comparing the rate of citizenization with that of industrialization, urbanization of other countries, it finds that the rate of citizenization is far behind other indexes. Citizenization is still a long way to go.In the forth and fifth chapter, the paper divides the mechanism of pulling the residents’ consumption demand as income factor, welfare factor and so on. We adopt panel data and take analysis from 8 indexes. It shows transaction factor and model factor is significant to residents’ consumption demand. In the income factor, science and technology level contributes to raising income level and stimulates residents’consumption; but the change of the employment structure and personal exaltation with whole character don’t have the effect. In the welfare factor, the universality of the insurance is equal with future income, which contributes to the raise of consumption demand. But the universality of medical insurance doesn’t. Moreover, the convenience of information and traffic promotes the degree of investment and exports instead of that of consumption. Therefore, improving fanners’ treatment, lifting the high-tech conversion rate, establishing the system of social security city involving city and country residents and making the income of city and country residents identical are the key to lifting consumption demand.
