Urbanization is an inevitable trend and the requirements of economic development and social progress. Development of urbanization can bring dramatic changes and the Development and utilization of land resources of socio-economic relations, and to promote regional economic structure and improve industrial layout, regional economic strength will therefore be improved. However, the process of urbanization, the continuing expansion of population size, the complexity of urban various development activities necessarily take a lot of arable land as a guarantee, resulting contradiction between people become more prominent. Urban occupation of arable land expansion is increasing, which is social and economic development, food security and ecological environment have had a profound impact. How to solve it is necessary to "eat" the contradictions need to "build" and promote the coordinated development of urbanization and cultivated land protection has important strategic significance.In this paper, Xindu District, for example, base on the scarcity of land theory, the theory of sustainable development, people to harmony theory, literature, law composite index, entropy method and the coordination of the model, in-depth analysis of the urbanization of arable land changes the impact study coordinated variation between urbanization and arable land, and on the basis of suggestions put forward to promote urbanization and cultivated land protection coordinated development. Conclusions are as follows:(1) The urban level increased from 36.2% to 56.6%, cultivated land area decreased from 26,833 hectares to 26,273 hectares in Xindu area from 2000 to 2013, there is a positive correlation between urbanization and cultivated land change, indicating that urbanization is the main motivation of arable land changes.(2) Coordination of the results of urbanization and cultivated land change showed,2001--2004 year overall performance of uncoordinated, barely coordination, precisely corresponds to declining arable land in 2000--2004; 2006--2007 performance for basic harmony, and 2006--2007 little change in cultivated land area corresponds; 2009--2013 showed reluctance to reconcile, to reconcile, and 2009--2013 corresponding reduction in cultivated land area. From the time series, the 2000--2013 year changes the relationship of urbanization and change of arable land between the new capital area has features which are generally expressed as "uncoordinated, barely reconcile-Basic reconcile-manage to reconcile, to reconcile" 3 stages.(3) Improve coordination of urbanization and cultivated land change, we must strengthen the planning control and establish farmland protection system; increase remediation efforts, develop appropriate reserve resources; strengthen land use control, strict examination and approval system to switch to arable land; strengthen farmland protection awareness, improve social participation.
