A Public Policy Research On The Transformation Of China’s Industrial Design Industry

At present, China’s economy is in the "New Normal", facing from "made in China" to "created in China". Industrial design as an integrated use of science, technology, production, culture, art and other subjects, provides important means of realization of value innovation, brand building by product innovation. Industrial design with lower R&D investment, industrialization of high efficiency, short cycle, stronger timeliness etc, can effectively promote the quality of industrial economic benefits.In recent years, although the design industry in China has made great development, some manufacturing developed provinces have already began to pay close attention to the development of the design industry, and enacted a series of industrial policy, but by a general survey of current design industry, China’s design industry basically still stays at the lower level like product improvement, at the end of "design industry chain", and compared with the international advanced level,China’s industry development is left behind, its supporting contribution to domestic manufacturing system is not obvious.Industrial design industry itself cries for transformation.In order to promote development of the industrial design industry transformation in this paper, starting from the basic connotation and characteristics of industrial design, industrial design and its related theory connotation of industry transformation is analyzed. Using "diamond model" theory and the country industrial policy theory as the theoretical basis, this paper integrated theoretical analysis and empirical study, gives a discussion on mechanism of China’s industrial design industry by researching its personnel training, intellectual property rights, investment and financing environment, industry demand and industry evaluation. This paper gives an analysis of status quo and development trend of industrial design industry in China, reflects the urgency and necessity of transformation development of the industrial design industry in China. Therefore, we have to make an in-depth study for the development and transformation of industrial design industry from the aspect of public policy implementation. In this paper, public policy support for the current industrial design industry is summarized from two aspects of national level and local level, indicates the prevalence of common problems, specific reflects in:industrial design industry in our country public policy system is not sound; policy of not in-depth enterprise main body; policy of low universality within small and medium enterprises etc. In contrast to the United States, South Korea, Britain, Japan and other countries in the development of industrial design and successful practice of transformation, we can find that these successful experiences there exists a common general revelation:scientific objectives to make for development of industrial design industry public policy; effective demand expanding industrial design services; based on the ecological characteristics of the industrial design industry chain to implement layout; fully guarantee the active and orderly competition of market. On the basis of the typical experience of other countries for reference, this paper from the policy model, policy subject, policy tools three aspects briefly points out the aims to boost public policy Suggestions on the development of China’s industrial design industry transformation. Policy model based on the layout of the industrial design industry chain, considering the role of various stakeholders in the process of policy making and positioning, in order to promote the balance of demand and supply of industrial design as the goal. Policy subjects based on different attributes and positioning each related subject is divided into the subjects of promote, support, education, business, etc., and clear the implementation of the policy adjustment and reform on different subjects should be the focus. Policy tools based on the demand condition of the development of industry transformation of industrial design, put forward the comprehensive use of political measures, legal system construction, education training, the fiscal and taxation and public service, by restructuring and optimization of the policy tools, in order to promote the superposition effect of the policy tools.
