| As a state-level new area approved by the State Council,Luzhou High-tech Zone's industrial development planning plays a key role and strategic significance in promoting Luzhou's economic and social development.However,the resource-dependent and labor-intensive industries account for a large proportion in Luzhou High-tech Zone.Intelligent terminals,new energy vehicles,big data,new energy materials,modern medicine and other emerging industries have just started.In the complex external environment where the global scientific and technological revolution and industrial transformation reshape the pattern,challenge and opportunity coexist,it is urgent to explore the path suitable for the industrial development planning of Luzhou High-tech Zone and realize the transformation and upgrading development in the fierce competitive environment.From the perspective of public policy,this paper uses the theory of progressive decision-making,Smith's policy process model and other theoretical tools.At the same time,it uses literature analysis,research interviews,comparative analysis and other research methods to systematically study the industrial development planning of Luzhou High-tech Zone.The present situation and implementation difficulties of industrial development planning in Luzhou High-tech Zone are mainly manifested in the following aspects: obvious traces of the old industrial development foundation in Luzhou High-tech Zone,scattered industrial development,short industrial chain and low market share;poor supporting capacity of industry,low industrial level and at the lower end of the smile curve;limited urban development space in the development planning of high-tech industries,which affects the industry.The development of Luzhou High-tech Zone,the siphon effect brought by industrial development around Luzhou High-tech Zone,the resource spillover and dislocation development,etc.all affect the transformation and development of industrial planning in Luzhou High-tech Zone.The reasons that affect the industrial development planning dilemma of Luzhou High-tech Zone are as follows: first,the lack of unified industrial development planning,the duplicate investment and construction of industrial development in other surrounding regions;second,the slow pace of brand and standard construction,the lack of industrial brand construction and core competitiveness;third,the traditional industrial development foundation and path do not meet the needs of industrial upgrading and development at this stage.After analyzing the problems and causes of industrial development planning of Luzhou High-tech Zone,we have explored the successful path of industrial development planning of Luzhou High-tech Zone at home and abroad,and the effective implementation of the path.We have proposed that the first thing is to establish a mechanism for coordinated development of regional industries,avoid duplication of construction,expand the spatial layout of industrial development,effectively develop the spatial layout,and establish the public of industrial development.Service platform,speed up the transformation of scientific and technological achievements and the introduction of talents;to build a modern industry and service system dominated by manufacturing industry;to speed up the construction of infrastructure,give full play to the basic advantages of regional manufacturing industry;to speed up the efforts of attracting investment and create a good political and business environment.The conclusions and suggestions of this paper are to form a distinctive industrial development atmosphere,learn from each other's strengths and complement each other's weaknesses,hold a group for heating,extend the industrial chain,and form industrial agglomeration development;to strictly examine and verify the enterprises entering the park,and to avoid attracting investment for the purpose of attracting investment;to establish a elimination mechanism for enterprises in high-tech zones,so as to close,merge and transfer enterprises that do not meet the needs of the development orientation of the park,and to expand the park.Industrial development space of new area... |
