With the rapid urbanization in China, the urban population and the demand of urban construction land are growing very fast. The contradiction between protection of farmland and economic development is become more serious than before. The policy of constructive land use increases in urban area while it decreases in the rural area at the same amount came into being which can optimize land use structure and layout.The first batch of linked pilot project begun to be implemented in2006, the scope of the pilot and pilot scale expanded and made some progress. How reasonable are investments in the "linked pilot project". How effective is project management. How extent does the "linked pilot project" reach the target and improve farmers’ production and living conditions; How extent does it improve the ecological environment of rural areas and productivity of land. A series of questions all above are worth thinking about. Therefore, Performance evaluation of the Linked-to-project has very important practical significance.In this paper, on the basis of the performance evaluation of public projects and The link of the increase and decrease of the land for construction use in both urban and rural area at home and abroad, I defined the concept of performance evaluation of the linked pilot project and evaluation principles. Integrated use control and feedback theory, sustainable development theory and systems theory to build a performance evaluation system of the linked project; take Yaotou Town eight villages and towns urban and rural construction sites linked to the project in Cheng cheng County Wei nan City Shaanxi Province for an example to research empirically; on the basis of analysis of its results, I put forward some strategy and policy recommendations to improve the level of project performance evaluation.The main frame structure is as follows:Chapter I is the introduction, The main task is to introduce the background and significance, review previous studies of urban and rural construction sites linked and performance evaluation of public projects. introduce the idea of this research, technical route, the main content and methods.Chapter II analyzes the theory for the performance evaluation of "the tinked project". Mainly researched the concept of performance evaluation, assessment principles, the theoretical basis.Chapter III is to builds a performance evaluation system of "the linked project". analyzing the theoretical framework, the index system, evaluation methods to build a performance evaluation system of "the linked project" which bases on fuzzy matter-element analysis.Chapter IV is the empirical research. This part take Yaotou Town eight villages and towns urban and rural construction sites linked to the project in Cheng cheng County Wei nan City Shaanxi Province for an example to research the performance evaluation system of "the linked project" constructed in Chapter III. This part and chapter III constitute the main part of this article.Chapter V is the analysis of the evaluation results. The main factors By analyzing the performance level of " the linked to project ", the causes, to adjust the planning and implementation and improve the level of performance.Chapter VI is to put forward some improvement strategies and policy recommendations. according to the performance evaluation system constructed above and the empirical results and the status of implementation in China. Strategies and policy recommendations which is to improve the level of project performance is proposed.
