Research On Relationship Between Industrial Structure And Employment Structure Of Beijing

The development of economy brings the growth of employment. The adjustment of industrial structure arise change of employment structure. The changes of employment structure affect industrial structure. However, sometimes there are dislocations between industrial structure and employment structure. It is significant to study the relationship between the two changes to promote employment and adjustment of industries.It completed the "Three, two, one" change of industrial structure. At the same time, the development of employment structure in Beijing was basically in line with the industrial structure, "Three, two, one" conversion trend. In 2014, the proportion of primary industry output value accounted for less than one percent, the secondary industry accounted for about a fifth, the tertiary industry was close to 80%. From the employment perspective, the primary industry employment ratio was 4.5%, the secondary industry was below 20%, the tertiary industry rounded to 80%.Analysis of industrial structure deviation degree showed that degree of the primary industry is highest, which shows that the primary industry exists surplus labor force. The secondary industry output proportion is higher than the proportion of employment, which means the employment structure lags behind the industrial structure. The third industry deviation degree shows that the tertiary industries the most coordinated industry. Analysis of Employment elasticity shows that the tertiary industry of Beijing has strongest ability to absorb labors. Then it uses VAR model which quantitatively analyzes the long-term relationship between industrial structure and employment structure.Beijing is in the face of three problems:Firstly, the existence of excess labor in the first industry. Secondly, the secondary industry repels labor force out. Thirdly, the ability of the tertiary to absorb labors is limited. In order to promote employment and improve the industrial structure, this article put forward the corresponding policy recommendations, such as developing of processing industry of agricultural products and sightseeing agriculture, developing of advanced manufacturing industry and high level service and cite tourism, implement active employment policies of relocation.
