| Coordinated development of employment structure and industrial structure is of great significance for the economic and local sustainable development. The past two decades, it has high-speed economic development and continuously upgrade and optimization of industrial structure in Hubei Province, but the employment structure can’t keep up with the adjustment of industrial structure. In this paper, deviate from the status quo of employment structure and industrial structure in is analyzed, the deviation structure of the three industries is measured, employment structure and industrial structure deviation factors were analyzed and summarized, thus policy Suggestions were put forward.This paper is divided into five parts: The first part is the introduction which including the research background, research objectives, research significance, research methods, research ideas, and domestic and Literature review. The second part is about the deviation status quo between employment structure and industrial structure from 1994 to 2013 of Hubei Province. First the current development of employment structure and industrial structure is analyzed. Then the deviation between the structure and industrial structure is analyzed and summarized. Coordination coefficient was used to measure the overall deviation between employment structure and industrial structure. Moore value is used to measure the degree of adjustment of employment structure and industrial structure. In the third part, structure deviation index is used to measure the structure deviation of the three industries, we compare the structure deviation of the three industries between Hubei and the nationwide as well as 16 domestic relatively developed provinces. In the fourth part, the main factors of employment structure and industrial structure were analyzed and hypothesized, the factors is summarized as industrial development strategy, export trade, investment in fixed assets, labor quality and level of urbanization. We use principal component analysis and multiple regression analysis to do empirical analysis. In the fifth part the main conclusions are summarized and policy recommendations are put forward.The main conclusions of this article include:(1) Coordination coefficient of employment structure and industrial structure shows a downward trend, deviation of employment structure and industrial structure gradually expands. Employment structure and industrial structure deviation degree in Hubei is relatively large in comparison of the national level and the 16 domestic relatively developed provinces.(2) The deviation degree(absolute value) of the first industrial structure is large and rising, the degree of deviation of Hubei is greater than the nationwide, structure deviation degree fluctuation of the second industrial shows rising trend overall, the extent of deviation is greater than the national average, structure deviation degree fluctuation of the tertiary industrial shows a decreasing trend, the degree of deviation is less than the national average.(3) The main factors of employment structure and industrial structure were analyzed and hypothesized, the factors is summarized as industrial development strategy, export trade, investment in fixed assets, labor quality and level of urbanization. Industrialization strategy has biggest impact on the employment structure and industrial structure deviation. Fixed asset investment helps to reduce the degree of deviation from the employment structure and industrial structure.(4) In order to reduce the degree of deviation from employment structure and industrial structure, a large number of surplus labor should be transferred out within the first industry, labor-intensive industries of the secondary industry should be propped, the tertiary industry should has healthy and sustainable development. |
