The rapid development of e-commerce in China has given rise to the rapid growth of express delivery business. The huge business opportunities presented by express delivery terminals have spawned a large number of third-party joint distribution service platforms. These platforms help enterprises operate at the express delivery terminals to improve the efficiency of terminal delivery. However, the service level of the third-party service platform of joint distribution is uneven, and the location of service station is not considered from the overall end network,so the distribution quality cannot be guaranteed. Therefore, the State Post Bureau vigorously advocates the construction of standard express terminal service stations to improve the express terminal service system as well as to promote the standardization of terminal outlets, and to optimize the network layout of express terminal service stations. There is no national standard name or service specification for the joint distribution terminal service station in China at present.Relevant researches by scholars are focused on the joint distribution centers or initial joint distribution modes. The research on the terminal joint distribution system based on express service stations is almost in a blank stage and cannot respond to government advocates or industry trends. Therefore, this paper compares the main service modes of the express delivery terminal, and combines the current problems in the operation of the third-party joint distribution service platform to study the organizational model of constructing a joint distribution service network based on the terminal service station in the city.In addition,in order to make full use of the joint distribution or optimize the controllable measurement of the terminal service quality, this paper studies two operation modes of urban express terminal service stations. On this basis, this paper clarifies the content and scope of the basic delivery service that the terminal service station needs to provide, and analyzes the value-added services that the terminal service station can provide and its applicable scenarios. The location of the logistics center or the terminal station network will greatly affect the service level and operating cost of the logistics enterprise. Therefore, making a reasonable location selection for the terminal service station is very important in the research of establishing a terminal joint distribution service network based on the terminal service station. This paper considers the differences in customer service satisfaction between independent and joint delivery conditions, and established a customer satisfaction location optimization model based on personalized mixed time windows and a logistics total cost model. The constraint method is used to transform the model into a single objective model of customer satisfaction and genetic algorithm is chosen to solve the model. The constraints of the model are used to prune the location scheme in different stages of the algorithm to optimize the solution efficiency.A sub-district office in Haidian district was selected as a typical terminal distribution area to verify the model. The research on the operation model of terminal service stations and network location selection based on customer satisfaction and logistics costs in this paper can not only promote the construction of terminal distribution networks based on terminal service stations, improve the delivery terminal service system, and unify the distribution services standards, reduce enterprise costs, improve the efficiency of terminal distribution, and also enrich the theoretical research of joint distribution at the urban end to a certain extent.
