Since the reform and opening up, China’s urbanization development has made remarkable achievements, especially the "Eighteen", the urbanization policy has become an important measure of economic and social system reform in China. As the core content of the development of urbanization, the development of basic public services and the equalization of basic public services is an important aspect of the quality of urbanization development.This paper is based on the synergy between the urbanization and the basic public services, the development of basic public services and the equalization of basic public services in the process of urbanization. Based on the basic theory and the present situation of urbanization and basic public services, the evaluation index system of basic public service development is established, and the weight of evaluation index is determined by using analytic hierarchy process. The basic public service development index of 30 provinces and cities in China is obtained by using the variation coefficient, the results show that the level of basic public services is increasing. Using the basic public service development index and the equalization index and the development of urbanization, the panel data show that the development of the basic public services in China has a greater impact, the impact coefficient reached 0.435. Pearson correlation coefficient shows that there is a negative correlation between urbanization and basic public service equalization coefficient, which shows that urbanization plays a major role in the equalization of basic public services. Finally, learn from foreign advanced urbanization and basic public service policy, from the investment and financing mechanism, the household registration system and the legal and regulatory aspects of the basic public service development and policy recommendations.
