Evaluation And Analysis Of Public Service Supply In The Process Of New Urbanization In

Local government plays the main role of local public goods and services, but its functions in the public product and public service is often overlooked. We find that there are two reasons, one is that our country implemented the reform in 1993 and establish a framework of public finance in 1998, thus more property right is in the hands of the central government, at the same time the financial right and the supply of public goods and public services are both in the hands of local government.This leads to mismatch between local government’s financial and property rights, and affects its public service function;The second reason is that the political centralization and the existing achievement appraisal system make the local government bring more resources to wherever short-term earnings or the GDP growth can be directly seen.Therefore rural areas and some of the "people’s livelihood" are in shortage of public products and services.The status of the inequality and lack of public services has brought troubles to local government,and become a major problem of construction in urbanization and social and economic developments.Based on this, in the background of New-type Urbanization, this paper takes the perspective of government’s behavior to catch up other area’s economic situation, study the issue of public service supply in Yunnan province. The paper is divided into six chapters, chapter one introduced the research background, significance, and summarized the existing literature.Based on this.the breakthrough point was pointed out, that is the supply of public service in the new urbanization development context, and the perspective of government’s behavior to catch up other area’s economic situation, and study the issue of public service supply in Yunnan province; The second chapter discussed the related theory, and put forward the significance of this article; The third chapter studied the logical relationship based on theory and model analysis between the behavior of local government and the public service supply:In the fourth chapter, the thesis mainly studied the the present situation of public service supply in Yunnan province in 2014 and evaluated the supply level, and then analyzed the public service supply in Yunnan province under the new urbanization comprehensively; The fifth chapter constructed an index of regional economic competition development,and analyzed the dynamic process of Yunnan competitive power in the national and west district in recent years combined with empirical analysis.It demonstrated the economic catch-up behavior has a great impact on local public service supply in Yunnan province. On the basis of above analysis, the sixth chapter also put forward the corresponding policy recommendations aiming to correct behavior of local government, improve capabilities of public service, improve the efficiency of public service supply in Yunnan province.Through the in-depth research, This paper has the following three main conclusions:1.The local government economic behavior has a great influence on the public service supply.Local governments pursue their own economic interests and political interests,thus tend to be supply more affordable public service, while ignoring to supply the livelihood public service.2. Yunnan local governments have strong motivation in economic catch-up. Due to the backward economic development in Yunnan province and insufficient local financial ability,this paper introduced 31 provinces from 2005 to 2014 of the relevant data for calculation by constructing an index of regional economic competition development.The result showed that the competitiveness in regional economic development in Yunnan province in recent years is weakening, while the motivation of economic catch-up improves remarkably.3. The overall level of New-type urbanization under the public service supply in Yunnan province is low, and the level of public service supply is different.the overall level of New-type urbanization under the public service supply in Yunnan province in 2014 is not high, ranking backward in the western region.From the perspective of the public service concretely, the level in the compulsory education, environment and resources protection and agriculture public service supply is higher, but in the medical and health services, social security and employment aspects is lower.Thus,public service supply imbalance problem is more noticeable in Yunnan province.
