In recent years, the process of world economic integration is accelerating, and the countries and regions are using the geographical advantages to strengthen cooperation with each other. With the increasingly prominent position of the geographical advantages of border regions, production layout has also been gradually transferred to the border regions. The current national strategy "One Belt And One Road" proposed by President Xi Jinping is advancing steadily, and it has brought unprecedented opportunities for development and cooperation for the border regions. Obviously, the border ports have become special nodes for the exchanges and cooperation between border regions and neighboring countries.Tourism industry is a comprehensive industry which involves many departments. At present, in the context of "One Belt And One Road" strategy, the principles of "amity, sincerity, mutual benefit, inclusiveness and peaceful development" have been highlighted, which has improved the northeast Asia tourism environment and has made regional cooperation increasingly close. It has also promoted the development of border tourism in northeast China virtually, and has provided new historical opportunities for the northeastern border region in China to develop tourism. Based on the overview of "One Belt And One Road" strategic planning, this article systematically analyzes the regional background of the development of the tourism in northeastern border region in China, establishing the vital status and important role that northeastern border tourism possessing and playing in the "One Belt And One Road" strategy. Based on the advantages of tourism development in the northeastern region, the current situation of tourism development and the existing problems, the article finally puts forward the corresponding countermeasures for the sustainable development of port tourism in this region.Besides the introduction and conclusion, the article is divided into the following five parts:The first part offers the definitions the ports and port cities that the study involved. At the same time, it elaborates the main views of five related major theories:the geo-political theory, the regional economic integration theory, the international trade theory, the new economic geography and point axis development theory. In addition, this part reveals the guiding significance of the five theories when studying the northeastern border tourism development.In the second part, detailed content of "One Belt And One Road" strategy is introduced, then the scope of the study is clarified. After analyzing macroscopically, the conditions of natural environment, location and geography, social economic, history and culture in this region, the second part further discusses the status and role of the tourism in this region in the "One Belt And One Road" strategy, as well as the opportunities and challenges it is facing.The third chapter analyzes the tourism resources of border ports in northeast China in detail, including the solemn nation gateways, the boundary monuments tourism resources, the border trading tourism resources with a long history, the tourism resources of border rivers and lakes, the various types of ecological tourism resources that corresponding with the inland ones, as well as the cross-border folk tourism resources which focusing on folk customs and culture, etc.The fourth part mainly expounds the development status of border tourism in northeast China and the existing problems. This part mainly illustrates the current situation of northeast China border tourism industry development from four aspects:the regional tourism development speed and status, the situation of tourist market, the features of tourism structure, and transportation system construction. Meanwhile, it analyzes the problems existing in the development of tourism in the region, including the lack of coordination mechanism and linkage mechanism; the low tourism consumption and single supply of the tourism products; the vulnerable anti-economic crisis ability; and the certain difficulties in cross-border tourism cooperation.In the last part, the future development strategies for northeastern border tourism are put forward according to the guidance of "One Belt And One Road" strategy. This part is the core of the article. Based on the comprehensive content of the previous chapters, it finally puts forward the regional tourism development strategies, including compiling unified tourism planning; perfecting the development of the port theme tourism products; enhancing road connecting to form a traffic network system through northeast Asia; constructing the spatial layout strategy of "Six Districts-Five Belts-Four Centers" in this region; trengthening communication policy to build a new pattern of cross-border tourism cooperation. Finally, it shows the new direction for the northeastern border tourism development in the context of "One Belt And One Road"...
