As a key segment of performance management, performance appraisal is an effective way to improve the management of a company, it can make full use of advantages of human resources. Scientific and effective performance appraisal can not only help the enterprise operate orderly and stably, but also help the company achieve it’s strategic goals. How to design performance appraisal of a company is very important. Reasonable performance appraisal system help enterprises achieve strategic objectives and improve enterprise competitiveness. But if performance appraisal is not reasonable, the result is the opposite, it is more likely to cause the confusion of company’s management on the contrary. Then there is the question:how to construct the enterprise performance appraisal system, it is a good way to obtain competitive advantage and achieve strategic objectives, in this way the enterprises can get the sustainable development.This paper is based on the research of T company which is in the construction industry. First, we describe the research background and purposes. Second, we introduce some theories of performance appraisal, performance appraisal system, and the characteristics and common problems of performance appraisal in the construction industry of China. Third, through the interviews and questionnaire survey of T company, the paper gives the company’s basic situation, organization structure, human resource management, the problems and the reasons. According to the strategic objectives of T company, combining with departments and posts analysis and priorities, the performance evaluation indexes are given to construct the performance appraisal system. The system is based on the basis of the balanced scorecard and key performance index, and combined with qualitative and quantitative analysis, hierarchical classification hierarchy analysis. We not only establish the T company performance appraisal index system, but also design the appraisal forms. Finally, the paper gives specific implementation strategies of the system application.
